Furthermore, Rule 34.2 of the COP Rules of Procedure provides that " the head of the Permanent Secretariat shall arrange for the provision of staff and services required by the Conference of the Parties and its subsidiary bodies, within available resources.

16. 16- تجمع الأمانة الدائمة ملخصات للتقارير المقدمة عملاً بالفقرات من 3 إلى 7 وللمعلومات التي تقدمها الأجهزة والصناديق والبرامج ذات الصلة التابعة للأمم المتحدة فضلاً عن المنظمات الحكومية الدولية وغير الحكومية الأخرى بشأن التدابير المتخذة أو المزمع اتخاذها دعماً لتنفيذ الاتفاقية.

16. The Permanent Secretariat shall compile the summaries of reports submitted pursuant to paragraphs 3 to 7, and of information provided by relevant organs, funds and programmes of the United Nations, as well as other intergovernmental and nongovernmental organizations, on measures taken or planned in support of implementation of the Convention.
16- تجمع الأمانة الدائمة ملخصات للتقارير المقدمة عملاً بالفقرات من 3 إلى 7 وللمعلومات التي تقدمها الأجهزة والصناديق والبرامج ذات الصلة التابعة للأمم المتحدة فضلاً عن المنظمات الحكومية الدولية وغير الحكومية الأخرى بشأن التدابير المتخذة أو المزمع اتخاذها دعماً لتنفيذ الاتفاقية.

It is noted that such provisions bring the operations of the GM into compliance with rule 34.2 of the COP rules of procedure, which provides that " the head of the Permanent Secretariat shall arrange for the provision of staff and services required by the Conference of the Parties and its subsidiary bodies, within available resources.
وتجدر الإشارة إلى أنّ هذه الأحكام تفرض على العمليات الخاصة بالآلية العالمية الالتزام بالقاعدة 34.2 من القواعد الإجرائية الخاصة بمؤتمر الأطراف، التي تنص على " يجب على رئيس الأمانة الدائمة الترتيب لتوفير الموظفين والخدمات التي يطلبها مؤتمر الأطراف والهيئات التابعة له، في حدود الموارد المتاحة.

The head of the Permanent Secretariat shall manage and direct such staff and services and provide appropriate support and advice to the presiding and other officers of the Conference of the Parties and of its subsidiary bodies " (decision 1/COP.1).
يتولى رئيس الأمانة الدائمة إدارة وتوجيه الموظفين والخدمات، وتقديم الدعم والمشورة المناسبين لرئيس مؤتمر الأطراف والمسؤولين الآخرين والهيئات الفرعية التابعة له " (المقرر 1/م أ -1).
