In that connection, the General Assembly, in paragraph 14 of its resolution 59/211, requested the Secretary-General to take the necessary measures to ensure full respect for the human rights, privileges and immunities of United Nations and other personnel carrying out activities in fulfilment of the mandate of a United Nations operation.
وفي هذا الصدد طلبت الجمعية العامة في الفقرة 14 من قرارها 59/211 إلى الأمين العام أن يتخذ التدابير اللازمة لكفالة الاحترام الكامل لحقوق الإنسان والامتيازات والحصانات الخاصة لموظفي الأمم المتحدة وغيرهم من الأفراد الذين يضطلعون بأنشطة تنفيذا لولاية إحدى عمليات الأمم المتحدة.

(c) To provide adequate and prompt information concerning the arrest or detention of United Nations and associated personnel and other personnel carrying out activities in fulfilment of the mandate of a United Nations operation;
(ج) توفير معلومات كافية وعاجلة بشأن القبض على موظفي الأمم المتحدة والأفراد المرتبطين بها وغيرهم من الأفراد الذين يضطلعون بأنشطة لتنفيذ ولاية مسندة إلى عملية من عمليات الأمم المتحدة، أو بشأن احتجازهم؛

(e) To allow independent medical teams to investigate the health of detained United Nations and associated personnel and other personnel carrying out activities in fulfilment of the mandate of a United Nations operation and to afford them the necessary medical assistance;
(ه) السماح لأفرقة طبية مستقلة بأن تفحص الحالة الصحية للمحتجزين من موظفي الأمم المتحدة والأفراد المرتبطين بها وغيرهم من الأفراد الذين يضطلعون بأنشطة لتنفيذ ولاية مسندة إلى عملية من عمليات الأمم المتحدة، وتقديم المساعدة الطبية الضرورية لهم؛

8. Further requests the Secretary-General to take the necessary measures to ensure that United Nations and other personnel carrying out activities in fulfilment of the mandate of a United Nations operation are properly informed and suitably trained so as to enhance their security and effectiveness in accomplishing their functions;
٨ - تطلب كذلك إلى اﻷمين العام أن يتخذ التدابير اللازمة لكفالة حصول موظفي اﻷمم المتحدة وغيرهم من اﻷفراد المرتبطين بها الذين يضطلعون بأنشطة على سبيل الوفاء بولاية إحدى عمليات اﻷمم المتحدة على المعلومات الملائمة والتدريب المناسب من أجل زيادة أمنهم وفعاليتهم في القيام بمهامهم؛

(c) To take the necessary measures, falling within his responsibilities, to ensure that security matters are an integrated part of the planning for an operation, and that such precautions extend to all United Nations and other personnel carrying out activities in fulfilment of the mandate of a United Nations operation;
)ج( يتخذ التدابير اللازمة التي تقع في نطاق مسؤولياته لضمان أن تكون المسائل اﻷمنية جزءا لا يتجزأ من التخــطيط ﻷي عملية، وأن تشمل هذه الاحتياطات جميـع موظفي اﻷمم المتحدة وغيرهم من اﻷفراد المرتبطين بها الذين يضطلعون بأنشطة من شأنها الوفاء بولاية إحدى عمليات اﻷمم المتحدة؛

(g) To ensure that the perpetrators of unlawful acts against United Nations and other personnel carrying out activities in fulfilment of the mandate of a United Nations operation are held accountable for their actions;
)ز( تأمين خضوع مرتكبي اﻷفعال غير القانونية ضد موظفي اﻷمم المتحدة وغيرهم من العاملين الذين يقومون بأنشطة في النهوض بولاية مسندة إلى عملية من عمليات اﻷمم المتحدة للمساءلة عن أفعالهم؛

64. Peace-keeping operations and humanitarian missions were frequently carried out in places without a legitimately constituted government; it was therefore essential to ensure the protection of the personnel carrying out such operations, irrespective of their status, whether civilian or military.
٦٤ - وقال إن عمليات حفظ السلم والمهام اﻹنسانية يضطلع بها غالبا في أماكن لا توجد فيها حكومة شرعية؛ لذلك فإن من الضرورة بمكان ضمان حماية الموظفين الذين يضطلعون بتلك العمليات بغض النظر عن مركزهم، سواء كانون مدنيين أو عسكريين.

(i) To promote a climate of respect for the security of United Nations and associated personnel and other personnel carrying out activities in fulfilment of the mandate of a United Nations operation;
(ط) تعزيز مناخ يُحتَرم فيه أمن موظفي الأمم المتحدة والأفراد المرتبطين بها وغيرهم من الأفراد الذين يضطلعون بأنشطة لتنفيذ ولاية مسندة إلى عملية من عمليات الأمم المتحدة؛

To that end, paragraph 14 of resolution 60/123 requests the Secretary-General to take the necessary measures to ensure full respect for the human rights, as well as the privileges and immunities of United Nations and other personnel carrying out activities in fulfilment of the mandate of a United Nations operation.

17. Condemns all attacks on, detentions of and threats of violence against United Nations personnel, and calls upon all parties in this regard to respect the human rights, privileges and immunities of United Nations and other personnel carrying out activities in fulfilment of the mandate of a United Nations operation;
17 - تدين جميع ما يتعرض له موظفو الأمم المتحدة من هجمات واحتجاز وتهديدات باستعمال العنف، وتهيب بجميع الأطراف في هذا الصدد أن تحترم حقــوق الإنســان وامتيازات وحصانات موظفي الأمم المتحدة وغيرهم من الأفراد الذين يضطلعون بأنشطة تنفيذا لولايــة إحدى عمليات الأمم المتحدة؛

37. In accordance with General Assembly resolution 68/101, the United Nations continued to take necessary measures to promote full respect for the human rights, privileges and immunities of United Nations and other personnel carrying out activities in fulfilment of the mandate of a United Nations operation.
٣٧ - ووفقا لقرار الجمعية العامة 68/101، واصلت الأمم المتحدة اتخاذ التدابير اللازمة لتعزيز الاحترام التام لحقوق الإنسان والامتيازات والحصانات الخاصة بموظفي الأمم المتحدة وغيرهم من الأفراد الذين يضطلعون بأنشطة تنفيذاً لولاية إحدى عمليات الأمم المتحدة.

29. The General Assembly, in paragraph 16 of its resolution 67/85, requested the Secretary-General to take the necessary measures to promote full respect for the human rights, privileges and immunities of United Nations and other personnel carrying out activities in fulfilment of the mandate of a United Nations operation.
29 -وقد طلبت الجمعية العامة في الفقرة 16 من قرارها 67/85، إلى الأمين العام، أن يتخذ التدابير اللازمة لكفالة الاحترام التام لحقوق الإنسان وامتيازات موظفي الأمم المتحدة وغيرهم من الأفراد الذين يضطلعون بأنشطة تنفيذاً لولاية إحدى عمليات الأمم المتحدة وحصاناتهم.

35. The General Assembly, in paragraph 15 of its resolution 66/117, requested the Secretary-General to take the necessary measures to promote full respect for the human rights, privileges and immunities of United Nations and other personnel carrying out activities in fulfilment of the mandate of a United Nations operation.

)ﻫ( يتخذ التدابير اللازمة لكفالة إحاطة موظفي اﻷمم المتحدة وغيرهم من اﻷفراد المرتبطين بها الذين يضطلعون بأنشطة من شأنها الوفاء بولاية إحدى عمليات اﻷمم المتحدة إحاطة وافية بنطاق تلك الولاية والمعايير التي يتعين عليهم تلبيتها، بما في ذلك المعايير الواردة في القوانين المحلية ذات الصلة والقانون الدولي؛

The view was also expressed that the category of United Nations personnel which required protection under the proposed convention was personnel carrying out preventive functions (peace-keeping, truce enforcement, implementation of a line of control between two warring States or factions) as opposed to enforcement and military functions.
وجرى اﻹعراب أيضا عن رأي مفاده أن فئة موظفي اﻷمم المتحدة التي تتطلب الحماية بموجب الاتفاقية المقترحة هي فئة الموظفين الذين يضطلعون بمهام وقائية )حفظ السلم، إنفاذ الهدنة، تنفيذ خط مراقبة يفصل بين الدول أو الفصائل المتحاربة( بعكس مهام اﻹنفاذ والمهام العسكرية.

(f) To ensure the prompt release of United Nations and associated personnel and other personnel carrying out activities in fulfilment of the mandate of a United Nations operation who have been arrested or detained in violation of their immunity, in accordance with the relevant conventions and applicable international humanitarian law;
(و) ضمان الإفراج السريع عن موظفي الأمم المتحدة والأفراد المرتبطين بها وغيرهم من الأفراد الذين يقومون بأنشطة في معرض النهوض بولاية مسندة إلى عملية من عمليات الأمم المتحدة، والذين أُلقي القبض عليهم أو احتُجزوا انتهاكاً لحصانتهم، وذلك وفقاً للاتفاقيات ذات الصلة والقانون الإنساني الدولي المنطبق؛
