43- وفيما يتعلق بإمكانية الاتصال بالعالم الخارجي، يشدد المقرر الخاص على ضرورة السماح للأشخاص المحرومين من حريتهم بالاتصال بأقاربهم أو محاميِّهم أو أطبائهم، وتلقي زيارات منتظمة منهم، وبالاتصال بأطراف أخرى مثل منظمات حقوق الإنسان أو أشخاص آخرين من اختيارهم، عندما تسمح الظروف الأمنية بذلك.
