1. The objective of this Protocol is to establish an international preventive visiting mechanism to examine the treatment of persons deprived of their liberty, with a view to recommending means for strengthening, if necessary, the protection of such persons from torture and other cruel, inhuman or degrading treatment or punishment.
1- الهدف من هذا البروتوكول هو إنشاء آلية دولية للزيارات الوقائية للوقوف على المعاملة التي يتعرض لها الأشخاص المحرومون من حريتهم، بهدف التوصية بوسائل يمكن بها، عند الاقتضاء، تعزيز حماية هؤلاء الأشخاص من التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة.

In 2003, Georgia amended definition of torture, inhuman and degrading treatment in line with the international standards and passed several legislative initiatives in criminal proceeding safeguarding persons from torture and ill-treatment.
وفي عام 2003، عدّلت جورجيا تعريف التعذيب والمعاملة اللاإنسانية والمهينة لتتوافق مع المعايير الدولية، واتخذت العديد من المبادرات التشريعية في مجال الإجراءات الجنائية لحماية الأشخاص من التعذيب والمعاملة السيئة.

(d) Request, where necessary, technical advice from the Subcommittee on Prevention designed to assist States Parties with the effective implementation of their obligations under the Convention with a view to strengthening, if necessary, the protection of such persons from torture and other cruel, inhuman or degrading treatment or punishment.
(د) أن تطلب من اللجنة الفرعية، عند الضرورة، المشورة التقنية الهادفة إلى مساعدة الدول الأطراف على تنفيذ التزاماتها بموجب الاتفاقية تنفيذاً فعلياً بهدف القيام، إذا لزم الأمر، بحماية مثل هؤلاء الأشخاص من التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة.

2. The Sub-Committee, while respecting the principles set out in article 3, is encouraged to cooperate for the prevention of torture in general with the relevant United Nations organs and mechanisms as well as international, regional and national institutions or organizations working towards strengthening the protection of persons from torture and other cruel, inhuman or degrading treatment or punishment.
2- تشجّع اللجنة الفرعية، مع احترام المبادئ المنصوص عليها في المادة 3، على التعاون على منع التعذيب بوجه عام مع هيئات وآليات الأمم المتحدة ذات الصلة فضلا عن المؤسسات الدولية والإقليمية والوطنية أو المنظمات التي تعمل من أجل تعزيز حماية الأشخاص من التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة.

(c) Cooperate, for the prevention of torture in general, with the relevant United Nations bodies and mechanisms as well as with the international, regional and national institutions or organizations working toward the strengthening of the protection of persons from torture and other cruel, inhuman or degrading treatment or punishment.
(ج) التعاون، لغرض منع التعذيب بوجه عام، مع هيئات الأمم المتحدة وآلياتها ذات الصلة فضلاً عن المؤسسات أو المنظمات الدولية والإقليمية والوطنية العاملة في سبيل تعزيز حماية الأشخاص من التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة.
