While acknowledging that a number of persons have been tried and convicted by the Special Court for Sierra Leone, the Committee notes that this international criminal court only has the competence to prosecute persons who bear the greatest responsibility for serious violations of international humanitarian law and Sierra Leonean law committed in the territory of Sierra Leone since 30 November 1996 (arts. 2, 12, 13 and 14).
