At the first session of the plenary, the Chair and four ViceChairs, one of whom shall act as Rapporteur, shall be elected by and from among the representatives of the members of the platform present at the session.
1 - في الدورة الأولى للاجتماع العام، يتم انتخاب الرئيس ونوابه الأربعة، الذين يعمل أحدهم مقرراً، من بين ممثلي أعضاء المنبر الحاضرين في الدورة.

If, when one person is to be elected, no candidate obtains in the first ballot a majority of the votes cast by the members of the platform present and voting a second ballot restricted to the two candidates obtaining the largest number of votes shall be taken.
1 - إذا أُريد انتخاب شخص واحد ولم يحصل أي مرشح في الاقتراع الأول على أغلبية أصوات أعضاء المنبر الحاضرين والمصوتين يُجرى اقتراع ثانٍ يقتصر على المرشحيْن اللذين يكونان قد حصلا على أكبر عدد من الأصوات.

(vi) At the second session of the Plenary, a member of the Platform may reject the admission of a body or an organization to be an observer of the Plenary, and such rejection will stand unless overruled by two-thirds majority of the members of the platform present and voting.

1 - يجوز لأي هيئة أو وكالة، سواء كانت وطنية أو دولية، حكومية أو غير حكومية، مؤهلة في المسائل التي يتناولها المنبر تكون قد أخطرت الأمانة برغبتها في أن تمثَّل في دورة بصفة مراقب أن تمثَّل على هذا النحو إلا إذا اعترض على ذلك الثلث (الثلثان) على الأقل من أعضاء المنبر الحاضرين في الجلسة.

3 - إذا استُنفدت كل الجهود التي يبذلها أعضاء المنبر للتوصل إلى توافق في الآراء بشأن مسألة إجرائية ولم يتم التوصل إلى توافق في الآراء يتخذ القرار، كملاذ أخير، ما لم تنص أحكام النظام الداخلي هذا على خلاف ذلك، بأغلبية أعضاء المنبر الحاضرين والمصوتين.

12.
