The United Kingdom has already expressed disappointment that the revised text does not take greater account of the principles of precautionary action, that the polluter should pay and that development should be sustainable.
سبق للمملكة المتحدة أن أعربت عن خيبة أملها إزاء عدم زيادة الاهتمام في النص المنقح بمبادئ الأفعال الوقائية، وضرورة أن يدفع الملوث وضرورة أن تكون التنمية مستدامة.

This principle means that the polluter should bear the expenses of carrying out the above-mentioned measures decided by public authorities to ensure that the environment is in an acceptable state.
وهذا المبدأ معناه أن على الملوث أن يتحمل مصاريف تنفيذ التدابير المذكورة أعلاه التي قررتها السلطات العامة للتكفل بأن تكون البيئة في حالة مقبولة.

٥١ - في دورتها الثانية حثت اللجنة، السلطات الوطنية على أن تبذل قصارى جهدها من أجل استيعاب التكاليف البيئية داخليا واستخدام اﻷدوات الاقتصادية، مع مراعاة المنهج القائل بأن الملوث ينبغي، من حيث المبدأ، أن يتحمل تكلفة التلويث، وهناك أيضا إيلاء العناية الواجبة للمصلحة العامة دون تشويه للتجارة والاستثمار الدوليين.
