On instructions from my Government, I have the honour to transmit to you herewith a letter stating the position of the Syrian Arab Republic concerning the fifth report of the Secretary-General on the implementation of resolution 1701 (2006).
بناء على تعليمات من حكومتي، أتشرف بأن أحيل طيه رسالة تعرض موقف الجمهورية العربية السورية بشأن التقرير الخامس للأمين العام عن تنفيذ قرار مجلس الأمن رقم 1701.

1. In its response, the Government reaffirmed the position of the Syrian Arab Republic rejecting unilateral coercive measures, particularly the Act known as the Syria Accountability Act which the Congress of the United States of America passed against Syria.
1- أعادت الحكومة في ردها تأكيد موقف الجمهورية العربية السورية الرافض للتدابير القسرية المتخذة من جانب واحد، ولا سيما القانون الذي سنه الكونغرس الأمريكي ضد سوريا والمعروف بقانون محاسبة سوريا.

We would like to indicate that had that draft resolution been put to the vote, we would have voted against it, in line with the constant and principled position of the Syrian Arab Republic, which we have expressed at previous sessions of the General Assembly, that the financing of this Force should be borne by the aggressive party, Israel, whose aggressive practices have necessitated the presence of the Force.
