1 - تتعاون الدول الأطراف على منع ارتكاب الجرائم المنصوص عليها في المادة 2 باتخاذ جميع التدابير الممكنة عمليا، بما فيها تكييف تشريعاتها الداخلية، إذا لزم ذلك وعند الاقتضاء، لمنع ومقاومة القيام في إقليم أي منها بالإعداد لارتكاب تلك الجرائم داخل أقاليمها أو خارجها، بما في ذلك:

(a) Taking all practicable measures to prevent preparations in their respective territories for the commission of those crimes within or outside their territories; and

(e) practicable measures to avoid and reduce emissions from process-agent uses;

The Requested Party shall, however, take all practicable measures to assure that substitute pictorial or other evidence is used wherever possible in such investigation or prosecution so that the vehicle may be returned as soon as possible.

But the paragraph requires only that all " practicable " measures be taken, meaning those that are feasible, workable and reasonable.
ولكن هذه الفقرة لا تقتضي اتخاذ سوى جميع التدابير " العملية " ، أي تلك التدابير التي تكون ممكنة عملياً وقابلة للتنفيذ ومعقولة.

3. A watercourse State within whose territory an emergency originates shall, in cooperation with potentially affected States and, where appropriate, competent international organizations, immediately take all practicable measures necessitated by the circumstances to prevent, mitigate and eliminate harmful effects of the emergency.
٣ - على دولة المجرى المائي التي تنشأ حالة طوارئ داخل إقليمها أن تتخذ فورا جميع التدابير العملية التي تقتضيها الظروف، بالتعاون مع الدول التي يحتمل أن تتأثر بهذه الحالة، ومع المنظمات الدولية المختصة عند الاقتضاء، لمنع اﻵثار الضارة لحالة الطوارئ وتخفيفها والقضاء عليها.
