The Council shall provide the reasons for its proposed withdrawal of preference or priority and shall consider any contractor's response.
ويبدي المجلس أسباب اعتزامه سحب الأفضلية أو الأولوية وينظر في أي رد من المتعاقد.

The contractor shall be accorded a reasonable opportunity to be heard before the withdrawal of such preference or priority becomes final.
وتتاح للمتعاقد فرصة معقولة لسماع رأيه قبل أن يصبح سحب هذه الأفضلية أو الأولوية نهائيا.

Such preference or priority may be withdrawn by the Council if the contractor has failed to comply with the requirements of its approved plan of work for exploration within the time period specified in a written notice or notices from the Council to the contractor indicating which requirements have not been complied with by the contractor.
ويجوز أن يسحب المجلس هذه الأفضلية أو الأولوية إذا لم يمتثل المتعاقد لشروط خطة عمله الموافق عليها للاستكشاف في حدود المهلة المحددة في إخطار كتابي أو إخطارات كتابية من المجلس إلى المتعاقد تبين فيها الشروط التي لم يف المتعاقد بها.

3. A withdrawal of preference or priority shall not become effective until the contractor has been accorded a reasonable opportunity to exhaust the judicial remedies available to it pursuant to part XI, section 5, of the Convention.
3 - لا يصبح سحب الأفضلية أو الأولوية نافذا ما لم يمنح المتعاقد فرصة معقولة لاستنفاد سبل الانتصاف القضائي المتاحة له وفقا للفرع 5 من الجزء الحادي عشر من الاتفاقية.
