The Secretary-General of the United Nations shall inform all States that have signed the present Protocol or accede to it of the deposit of each instrument of ratification or accession.
" ٥- يقوم اﻷمين العام لﻷمم المتحدة بإبلاغ جميع الدول التي وقﱠعت على هذا البروتوكول أو انضمت اليه، عن إيداع كل صك من صكوك التصديق أو الانضمام.

Each State Party may, at the time of signature or ratification of the present Protocol or accession thereto, declare that it does not recognize the competence of the Committee provided for in articles 6 and 7.
يجوز للدولة الطرف، وقت توقيع هذا البروتوكول أو التصديق عليه أو الانضمام إليه، أن تعلن أنها لا تعترف باختصاص اللجنة المنصوص عليه في المادتين 6 و 7.

1. Each State Party may, at the time of signature or ratification of the present Protocol or accession thereto, declare that it does not recognize the competence of the Committee provided for in articles 10 and 11.
1- يجوز للدولة الطرف، وقت توقيع هذا البروتوكول أو التصديق عليه أو الانضمام إليه، أن تعلن أنها لا تعترف باختصاص اللجنة المنصوص عليه في المادتين 10 و11.

2. Any State Party may also, at the time of ratification or accession to the present Protocol, or at any moment thereafter, declare that it recognizes the right of any representative national nongovernmental organization within its jurisdiction, which has particular competence in the matters covered by the Covenant, to submit collective communications against it.
2- يجوز لأي دولة طرف أيضاً، وقت التصديق على هذا البروتوكول أو الانضمام إليه، أو في أي وقت بعد ذلك، أن تُعلن أنها تعترف بحق أي منظمة غير حكومية وطنية لها صفة التمثيل وخاضعة لولايتها ولها كفاءة معينة في المسائل التي يتناولها العهد، في تقديم بلاغات جماعية ضدها.

2. For each State ratifying the present Protocol or acceding to it after its entry into force the present Protocol shall enter into force one month after the date of the deposit of its own instrument of ratification or accession.
2- بالنسبة لكل دولة تصدق على هذا البروتوكول أو تنضم إليه بعد دخوله حيز النفاذ يبدأ نفاذ هذا البروتوكول بعد شهر واحد من تاريخ إيداعها صك التصديق أو الانضمام.

2. For each State ratifying the present Protocol or acceding to it after its entry into force the present Protocol shall enter into force one month after the date of the deposit of its own instrument of ratification or accession.
2- بالنسبة لكل دولة تصدق على هذا البروتوكول أو تنضم إليه بعد دخوله حيز التنفيذ يبدأ نفاذ هذا البروتوكول بعد شهر واحد من تاريخ إيداعها صك التصديق أو الانضمام.

٢- يبدأ نفاذ هذا البروتوكول، بالنسبة لكل دولة تصدق على هذا البروتوكول أو تنضم اليه بعد بدء نفاذه، بعد شهر من تاريخ إيداع صك تصديقها أو انضمامها اليه.

5- يخطر الأمين العام للأمم المتحدة جميع الدول الموقعة على هذا البروتوكول أو المنضمة إليه بإيداع كل صك من صكوك التصديق أو الانضمام.

Each State Party shall maintain, designate or establish, at the latest one year after the entry into force of the present Protocol or of its ratification or accession, one or several independent national preventive mechanisms for the prevention of torture at the domestic level.
تستبقـي كل دولة طرف أو تعين أو تنشئ، في غضون فترة أقصاها سنة واحدة بعد بدء نفاذ هذا البروتوكول أو التصديق عليه أو الانضمام إليه، آلية وقائية وطنية مستقلة واحدة أو أكثر لمنع التعذيب على المستوى المحلي.
