The manner, place and deadline for presenting submissions shall be set out in the solicitation documents.

4. The procuring entity shall not be required to cause the invitation to be published in accordance with paragraph 2 of this article in domestic procurement and in procurement proceedings where the procuring entity decides, in view of the low value of the subject matter of the procurement, that only domestic suppliers or contractors are likely to be interested in presenting submissions.
4- لا تُلزَم الجهة المشترية بالتكَفُّل بنشر الدعوة وفقاً للفقرة 2 من هذه المادة في إجراءات الاشتراء المحلي وإجراءات الاشتراء التي تُقرِّر فيها الجهة المشترية، بالنظر إلى القيمة المنخفضة للشيء موضوع الاشتراء، أنَّ المورّدين أو المقاولين المحليين وحدهم هم الذين يُرجَّح أن يهتموا بتقديم عروض فيها.

2. Deadlines for presenting applications to pre-qualify or for pre-selection or for presenting submissions shall be expressed as a specific date and time and shall allow sufficient time for suppliers or contractors to prepare and present their applications or submissions, taking into account the reasonable needs of the procuring entity.
2- يُعبَّر عن المواعيد النهائية لتقديم طلبات التأهُّل الأوَّلي أو الاختيار الأوَّلي أو تقديم العروض بتاريخ معين ووقت معين، ويجب أن تتيح تلك المواعيد للموَرِّدين أو المقاولين وقتاً كافياً لإعداد وتقديم طلباتهم أو عروضهم، على أن يؤخذ في الاعتبار ما للجهة المشترية من احتياجات معقولة.

Failures in automatic systems inevitably occur; where a failure occurs, the procuring entity will have to determine whether the system can be re-established sufficiently quickly to proceed with the procurement and if so, to decide whether any extension of the deadline for presenting submissions is necessary.
والأعطال في النظم الآلية لا مفرّ منها؛ وعند حدوث عطل يتعيّن على الجهة المشترية أن تحدّد ما إذا كان بالإمكان إعادة تشغيل النظام بالسرعة الكافية لمواصلة الاشتراء، وأن تقرِّر في تلك الحالة ما إذا كان يلزم تمديد فترة تقديم العروض.

For example, as stated in the commentary to article 14, changes as regards the manner, place and the deadline for presenting submissions would always make the original information materially inaccurate without necessarily causing a material change in the procurement.
فعلى سبيل المثال، وكما هو مبيّن في التعليق على المادة 14، من شأن التغييرات المتعلقة بطريقة تقديم العروض ومكان التقديم وموعده النهائي أن تتسبّب دائما في جعل المعلومات الأصلية غير دقيقة في جوهرها من دون أن تتسبّب بالضرورة في إحداث تغيير جوهري في الاشتراء.

(i) The manner, place and deadline for presenting applications to pre-qualify and, if already known, the manner, place and deadline for presenting submissions, in conformity with article 14 of this Law.
(ط) كيفيةَ ومكان تقديم طلبات التأهُّل الأوَّلي والموعد النهائي لتقديمها، وكذلك كيفيةَ ومكان تقديم العروض والموعد النهائي لتقديمها، إن كانت معروفةً آنذاك، بما يتوافق مع المادة 14 من هذا القانون.

Article 14. Rules concerning the manner, place and deadline for presenting applications to pre-qualify or applications for pre-selection or for presenting submissions

If as a result of such changes, the pool of potential suppliers or contractors is affected (for example, as a result of changing the manner of presenting submissions from paper to electronic in societies where electronic means of communication are not widespread), it may be concluded that a " material change " in the procurement has taken place.
وإذا تأثَّر عدد المورِّدين أو المقاولين المحتملين من جراء تلك التغييرات (نتيجةً مثلاً لتغيير طريقة تقديم العروض من الصيغة الورقية إلى الصيغة الإلكترونية في مجتمعات لا تنتشر فيها وسائل الاتصال الإلكترونية)، قد يُستنتج أنَّ " تغييراً جوهرياً " قد طرأ على عملية الاشتراء.

Paragraphs (1) to (4) have been removed to article 14 in chapter I of the 2011 Model Law (addressing the rules concerning the manner, place and deadline for presenting applications to pre-qualify or applications for pre-selection or for presenting submissions [**hyperlink**]).

(2) Deadlines for presenting applications to pre-qualify or for preselection or for presenting submissions shall be expressed as a specific date and time and shall allow sufficient time for suppliers or contractors to prepare and present their applications or submissions, taking into account the reasonable needs of the procuring entity.
(2) يُعبَّر عن المواعيد النهائية لتقديم طلبات التأهّل الأولي أو الطلبات بشأن الاختيار الأولي أو تقديم العروض بتاريخ معين ووقت معين، ويجب أن تتيح تلك المواعيد للمورِّدين أو المقاولين وقتا كافيا لإعداد وتقديم طلباتهم أو تقديم عروضهم، على أن يؤخذ في الاعتبار ما للجهة المشترية من احتياجات معقولة.

For example, invitations to pre-qualification and tendering proceedings need not be published internationally where the procuring entity decides that, in view of the low value of the subject matter of the procurement, only domestic suppliers or contractors will be interested in presenting submissions (articles 18 (2) and 33 (4) [**hyperlinks**]).
