613. The Committee urges the State party to review the regulation " On enrolling underage citizens of the Russian Federation as wards of military units and providing them with essential allowances " to ensure that it complies fully with the Convention on the Rights of the Child, in order to prevent the recruitment of children who have not completed their regular education for military units.

The Committee reminds the State party of its primary responsibility under international law, and in particular the Optional Protocol, to prevent the recruitment of children and their use in hostilities and other human rights abuses by pro-Government tribal militias and armed groups, as these militias and groups are being supported by or are allied with the State party.
25- تذكّر اللجنة الدولة الطرف بمسؤوليتها الأساسية بموجب القانون الدولي، وبالخصوص البروتوكول الاختياري، عن منع تجنيد الأطفال واستخدامهم في الاقتتال وسواه من انتهاكات حقوق الإنسان من طرف المليشيات القبلية والجماعات المسلحة الموالية للحكومة، لأن هذه المليشيات والجماعات إما تدعمها الدولة الطرف أو تتحالف معها.

9. Since the results of the study failed to indicate that there was a problem of involvement of children in armed conflict in the State of Qatar, the executive work plan does not include the issues covered by the Optional Protocol. The Supreme Council merely focuses on existing legislative arrangements and related laws and the measures taken by the Qatari armed forces to prevent the recruitment of children into the armed forces.
9- ولمّا كانت نتائج هذه الدراسة لا تشير إلى وجود مشكلة اشتراك الأطفال في النزاعات المسلحة في دولة قطر، لم تتضمن خطة العمل التنفيذية القضايا المشمولة في البروتوكول الاختياري، وإنما اكتفى المجلس بالترتيبات التشريعية الحالية والقوانين ذات الصلة والتدابير المتخذة من قبل القوات المسلحة القطرية بشأن منع تجنيد الأطفال في القوات المسلحة.
