Mr. CHIMIMBA (Malawi) recalled that the framers of the Charter of the United Nations had intended that third States confronted with special economic problems as a result of preventive or enforcement measures against another State should be assisted by the Security Council, regardless of whether they were Members of the United Nations.
٣٠ - السيد شيميمبا )ملاوي(: ذكر بأن واضعي ميثاق اﻷمم المتحدة انصرفت نيتهم إلى النص على أنه عندما تتخذ تدابير وقائية أو قسرية ضد دولة من الدول، فإن مجلس اﻷمن سيسعى إلى مساعدة كل دولة أخرى تجد نفسها في صعوبات اقتصادية بالغة بسبب تلك التدابير المذكورة، سواء كانت تلك الدولة عضوا في اﻷمم المتحدة أم لا.

11. The Security Council should give States confronted with special economic problems arising from preventive or enforcement measures imposed by the Council the opportunity to consult with the relevant sanctions committee on a timely, efficient and substantive basis, in accordance with Article 50 of the Charter.

105. Mr. Benítez Saénz (Uruguay) said that the regime of preventive or enforcement measures applied by the Security Council had not proved to be totally effective.

In order for the provisions of that Article to be applicable, the following conditions must be met: (a) preventive or enforcement measures must have been taken by the Security Council against a particular State.
