Both sides should be reminded of the inalienable right of all refugees and internally displaced persons to return to their places of previous permanent residence in Abkhazia, and work should proceed to re-establish functioning local administrative structures in which the returnee population is appropriately represented.

1. The Parties agree to cooperate and to interact in planning and conducting the activities aimed to safeguard and guarantee the safe, secure and dignified return of people who have fled from areas of the conflict zone to the areas of their previous permanent residence.

30. The continuing standstill in the implementation of the Quadripartite Agreement of 4 April 1994 on the return of internally displaced persons to their places of previous permanent residence in safe, secure and dignified conditions remains an issue of concern.

The Mission's framework on the substantive civilian component encompasses progress towards the political settlement of the Georgian-Abkhaz conflict, the safe, secure and dignified return of refugees and internally displaced persons to their places of previous permanent residence in Abkhazia, Georgia, and increased respect for human rights throughout Abkhazia, in particular in the Gali district.

12. As detailed in the frameworks, during the reporting period the Mission continued to support the process aimed at the political settlement of the Georgian-Abkhaz conflict, the safe, secure and dignified return of refugees and internally displaced persons to their places of previous permanent residence in Abkhazia, Georgia, and increased respect for human rights throughout Abkhazia, particularly in the Gali district.

Paragraph 4 of the Agreement provides that " all persons who have left the region or who have come to the region with previous permanent residence in Croatia shall enjoy the same rights as all other residents of the region " .
وتنص الفقرة ٤ من الاتفاق على أن " يتمتع جميع اﻷشخاص الذين غادروا المنطقة أو الذين قدموا إلى المنطقة بإقامة دائمة سابقة في كرواتيا بنفس حقوق سائر سكان المنطقة " .

Paragraph 7 of the Agreement provides that " all persons who have left the region or who have come to the region with previous permanent residence in Croatia have the right to live in the region " .
وتنص الفقرة ٧ من الاتفاق على أنه " يحق لجميع اﻷشخاص الذين غادروا المنطقة أو الذين قدموا إلى المنطقة بعد إقامة دائمة سابقة في كرواتيا أن يعيشوا في المنطقة " .
