12. In their recommendations, the participants in the Commonwealth Workshop stressed that in the establishment and operation of national institutions, due attention should be paid to the " principles relating to the status of national institutions " , particularly in relation to:

However, this independent mechanism appears to lack the independence as required by article 33, paragraph 2, of the Convention because insufficient account has been taken of the principles relating to the status of national institutions for protection and promotion of human rights (Paris Principles).
