51- وكان ثمة داع آخر الى القلق في أن الفقرة الفرعية (ب) غير تامة من حيث انها تتناول أولوية حق المحال اليه في العائدات بالنسبة الى حقوق متنازعة لدى أطراف ثالثة، دون أن تشمل وجود ومدى حق المحال اليه.
