These meetings resulted in a significant concurrence of opinion on the treatment of mercenary activities, on the assessment of situations, and on procedures for better regulation of private companies offering security services and military assistance and advice.

V. ACTIVITIES OF private companies offering MILITARY ASSISTANCE, CONSULTANCY AND
خامساً - أنشطة الشركات الخاصة التي تعرض خدمات المساعدة العسكريـة والمشـورة

5. Requests all States to exercise the utmost vigilance against any kind of recruitment, training, hiring or financing of mercenaries by private companies offering international military consultancy and security services, as well as to impose a specific ban on such companies intervening in armed conflicts or actions to destabilize constitutional regimes;
5 - تطلب إلى جميع الدول أن تلتزم أقصى قدر من الحيطة إزاء أي نوع من تجنيد المرتزقة أو تدريبهم أو توظيفهم أو تمويلهم تقوم به شركات خاصة تقدم الخبرة الاستشارية العسكرية والخدمات الأمنية على الصعيد الدولي، وأن تفرض كذلك حظرا خاصا على تدخل هذه الشركات في الصراعات المسلحة أو الأعمال الرامية إلى زعزعة استقرار الأنظمة الدستورية؛

Also in its resolution 2004/5, the Commission on Human Rights requested all States to exercise the utmost vigilance against any kind of recruitment, training, hiring or financing of mercenaries by private companies offering international military consultancy and security services, as well as to impose a specific ban on such companies' interventions in armed conflicts or actions to destabilize constitutional regimes.

The Special Rapporteur once again underlines the importance of being able to rely on help from NGOs in carrying out his mandate, particularly at a time when the activity and growth of private companies offering security services and military assistance and making use of mercenaries, are a threat to traditional human rights protection systems around the world.

47. Today, mercenaries are usually recruited by private companies offering security services and military advice and assistance, in order to take part or even fight in internal or international armed conflicts.
٤٧ - في أيامنا هذه، تقوم الشركات الخاصة التي تقدم خدمات اﻷمن والمشورة والمساعدة العسكرية بتجنيد المرتزقة عادة للاشتراك أو حتى للقتال في نزاعات مسلحة داخلية ودولية.

(h) The new legal definition of a mercenary includes the use of mercenaries by private companies offering military assistance, consultancy and security services internationally, which generally employ them in countries experiencing internal armed conflict.

V. ACTIVITIES OF private companies offering MILITARY
خامساً - أنشطة الشركات الخاصة التي تعرض خدمات المساعدة

One of the new developments is the recruitment and hiring of mercenaries by private companies offering security services and military assistance and advice, and their hiring in turn by Governments to provide security, to maintain public order and safety and even to engage in armed combat against rebel forces or organized crime.
ومن التطورات الجديدة التي شهدتها هذه اﻷنشطة قيام الشركات الخاصة التي توفر خدمات أمن ومساعدة ومشورة عسكرية بتجنيد المرتزقة واستخدامهم وقيام الحكومات، بدورها، باستئجار هذه الشركات لتوفير اﻷمن والحفاظ على النظام والسلامة العامين، بل للاشتراك في الكفاح المسلح ضد قوات المتمردين أو الجريمة المنظمة.
