1. The State Party in the territory of which the offender or the alleged offender is present shall, if it does not extradite that person, be obliged, without exception whatsoever and whether or not the offence was committed in its territory, to submit the case without delay to its competent authorities for the purpose of prosecution, through proceedings in accordance with the laws of that State.
١ - تكون الدولة الطرف التي يوجد في إقليمها المجرم أو الشخص المنسوبة إليه الجريمة ملزمة، بدون أي استثناء على اﻹطلاق سواء ارتكبت الجريمة أو لم ترتكب في إقليمها، أن تحيل القضية دون إبطاء إلى سلطاتها المختصة بقصد المحاكمة من خلال إجراءات تتفق وقوانين تلك الدولة وذلك ما لم تكن قد سلمت ذلك الشخص.

1 - على الدولة الطرف التي يوجد في إقليمها الشخص المنسوبة إليه الجريمة، إذا لم تقم بتسليمه، أن تعرض الأمر دون أي استثناء كائنا ما كان، وسواء ارتكبت الجريمة أو لم ترتكب في إقليمها، على سلطاتها المختصة بقصد المحاكمة عن طريق إجراءات تتفق وقوانين تلك الدولة.

The last words' through proceedings in accordance with the laws of the State'are to be considered as referring to the whole article 10.
يتعين تفسير العبارة اﻷخيرة " بموجب اجراءات تتخذ وفقا لقانون الدولة " على أنها تشير إلى المادة ١٠ بأسرها.

على كل دولة طرف يكون المنسوب إليه ارتكاب الجريمة موجودا في إقليمها، إذا لم تعمد إلى تسليمه، أن تقوم، دون أي استثناء كان ودون أي تأخير لا مبرر له، بتقديم قضيته إلى سلطاتها المختصة بغرض مقاضاته عن طريق دعوى ترفع وفقا لقوانين تلك الدولة.

١ - على الدولة المتعاقدة التي يكون المدعى ارتكابه الجريمة موجودا في إقليمها، في حالة عدم تسليمها إياه، أن تعمد دون أي استثناء كان، وسواء ارتكبت الجريمة أو لم ترتكب في إقليمها، الى عرض القضية على سلطاتها المختصة بقصد المحاكمة، عن طريق دعوى ترفع وفقا لقوانين تلك الدولة.
