70. The Committee for the Promotion and Advancement of Cooperatives is an ongoing partnership between representatives of the cooperative movement, farmers' organizations, cooperative development agencies and the United Nations and its agencies.

1 Established in 1971 as an inter-agency committee, the Committee for the Promotion and Advancement of Cooperatives is an ongoing partnership between three United Nations agencies and four international non-governmental organizations, representatives of the cooperative movement:

At the invitation of the Committee for the Promotion and Advancement of Cooperatives (COPAC) and the Food and Agriculture Organization of the United Nations (FAO), the WOCCU chief executive officer chaired a symposium on Capital Formation in Agricultural Cooperatives in November 1995.

In 2002, the Mongolian Government hosted an expert group meeting on the " Supportive environment for cooperative development " which was jointly organized with the Department of Economic and Social Affairs of the United Nations Secretariat, and with the assistance of the Committee for the Promotion and Advancement of Cooperatives (COPAC).

The Council participated in the launch of the International Year of Cooperatives on 31 October 2011 in New York, the meetings and leadership forum of the Committee for the Promotion and Advancement of Cooperatives on 1 November 2011, and the International Summit of Cooperatives held in Quebec City, Canada, from 8 to 11 October 2012.

1. The present report has been prepared pursuant to General Assembly resolution 49/155 of 23 December 1994 on the role of cooperatives in the light of new economic and social trends, in cooperation with members of the Committee for the Promotion and Advancement of Cooperatives (COPAC). 1/

The Committee for the Promotion and Advancement of Cooperatives harmonizes the programmes of the United Nations, ILO and FAO with those of ICA, the International Federation of Agricultural Producers (IFAP), the World Council of Credit Unions (WOCCU) and the International Union of Food, Agricultural, Hotel, Restaurant, Catering, Tobacco and Allied Workers Associations (IUF).

A.9.33 The provision of $55,400 relates to the United Nations share of the costs of the Committee for the Promotion and Advancement of Cooperatives under the terms of the Economic and Social Council resolution 1668 (LII) of 1 June 1972 and General Assembly resolution 39/236 of 18 December 1984.

(d) Request United Nations agencies that are members of the Committee for the Promotion and Advancement of Cooperatives (COPAC) to increase their support to the Committee, with a view to broadening its activities, and to encourage other United Nations agencies to join COPAC so as to further strengthen its capacity to address cooperative issues.

The Secretary-General was also requested to ascertain, in cooperation with the Committee for the Promotion and Advancement of Cooperatives,1 the desirability and feasibility of elaborating United Nations guidelines aimed at creating a supportive environment for the development of cooperatives and to include the findings and recommendations in that same report.

Effective dissemination of available research is essential for identifying available information and existing gaps; as such, the international community should work through the Committee for the Promotion and Advancement of Cooperatives to establish an accessible, searchable database of information on existing research and researchers in the area of cooperatives and the contributions of cooperatives to social development.

The Committee for the Promotion and Advancement of Cooperatives consisting of the Secretariat of the United Nations, ILO, FAO and the International Cooperative Alliance actively promotes and raises awareness of cooperatives through inter-agency technical cooperation and publication of research into cooperatives.

54. The Department for Economic and Social Affairs has taken the lead in planning and coordinating the communications and outreach activities for the Year. Working together with members of the Committee for the Promotion and Advancement of Cooperatives and the Graphic Design Unit of the Department of Public Information, the Department for Economic and Social Affairs has created a logo that tries to convey the theme of the Year.

The amount of $1,289,400 for non-post requirements, reflecting a decrease of $38,300, provides, inter alia, for: (a) general temporary assistance; (b) consultants; (c) experts groups; (d) travel of staff; (e) contractual services; and (f) the contribution to the share of the costs of the Committee for the Promotion and Advancement of Cooperatives.
