Should the Personal Envoy decide to continue with the discussions about the proposed framework agreement after the five-month period in order to negotiate such changes as would make it acceptable to Morocco, the Frente POLISARIO, Algeria and Mauritania, it would be the Secretary-General's intention to recommend to the Security Council that MINURSO's mandate be extended to permit time for such negotiations.
فإذا ما قرر المبعوث الشخصي أن يواصل المناقشات حول الاتفاق الإطاري المقترح بعد فترة الأشهر الخمسة من أجل التفاوض على التغييرات التي يمكن أن تجعله مقبولا لدى المغرب وجبهة البوليساريو والجزائر وموريتانيا، فإن الأمين العام يعتزم أن يوصي مجلس الأمن بتمديد ولاية البعثة لإتاحة الوقت اللازم لإجراء تلك المفاوضات.

8. The memorandum recalls Security Council resolutions 1342 (2000) and 1349 (2001), which expect the parties to work both on resolving the multiple problems relating to the implementation of the settlement plan and on trying to agree on a mutually acceptable political solution, and finds that the proposed framework agreement moves substantively away from the approach, which has been endorsed by the two parties and the international community.
8 - وتشير المذكرة إلى قراري مجلس الأمن 1342 (2000) و 1349 (2001) اللذين يتوقعان من الطرفين أن يعملا كلاهما من أجل حل المشاكل العديدة المتصلة بتنفيذ خطة التسوية والسعي إلى الاتفاق على حل سياسي مقبول للطرفين، وترى أن الاتفاق الإطاري المقترح يبتعد كثيرا عن النهج الذي أيده الطرفان والمجتمع الدولي.
