Since Proposer B's proposal was significantly less expensive3 than that of Proposer A, and also because the Field Administration and Logistics Division revised its technical evaluation of Proposer B, the Office of Internal Oversight Services deemed it necessary to examine the Division's revised technical evaluation in some depth.
