In the past 18 months, I have called on States to comply with their responsibility to protect their populations from genocide, war crimes, ethnic cleansing and crimes against humanity, as have the High Commissioner for Human Rights and my two Special Advisers.

At the World Summit, Heads of State and Government stated: " We also intend to commit ourselves, as necessary and appropriate, to helping States build capacity to protect their populations from genocide, war crimes, ethnic cleansing and crimes against humanity and to assisting those which are under stress before crises and conflicts break out. "

Paragraph 139 asserts that " we also intend to commit ourselves, as necessary and appropriate, to helping States build capacity to protect their populations from genocide, war crimes, ethnic cleansing and crimes against humanity and to assisting those which are under stress before crises and conflicts break out " .

The international community is reminded of its duty to assist and build the capacity of States in fulfilling their commitments to the responsibility to protect their populations from genocide, war crimes, ethnic cleansing and crimes against humanity, as concluded in the 2005 World Summit.

The Council underlines the importance of raising awareness of and ensuring respect for all applicable international law, including international humanitarian law and human rights law, stresses the importance of the responsibility to protect as outlined in the 2005 World Summit Outcome, including the primary responsibility of Member States to protect their populations from genocide, ethnic cleansing, crimes against humanity and war crimes.
