وقد أفلت مرتكبو معظم الانتهاكات من العقاب، عدا محاكمات معزولة لأفراد عسكريين لم تمتثل بالضرورة لمعايير المحاكمة العادلة ولم تتوفر فيها الحماية للضحايا.

The Assembly stressed that States have the obligation to promote and protect all human rights and fundamental freedoms of women and girls, exercise due diligence in order to prevent, investigate and punish the perpetrators of violence against women and girls, and provide protection to the victims.
وشددت الجمعية العامة على الالتزام المترتب على الدول بتعزيز وحماية جميع حقوق الإنسان والحريات الأساسية للنساء والفتيات، وبذل العناية الواجبة لمنع ارتكاب أعمال العنف ضد النساء والفتيات والتحقيق مع مرتكبيها ومعاقبتهم، وتوفير الحماية للضحايا.

Stressing that States have the obligation to promote and protect all human rights and fundamental freedoms of women and girls, and must exercise due diligence to prevent, investigate and punish the perpetrators of violence against women and girls, and to provide protection to the victims, and that failure to do so violates and impairs or nullifies the enjoyment of the human rights and fundamental freedoms of the victims,
وإذ تؤكد أن على الدول أن تلتزم بتعزيز وحماية جميع حقوق الإنسان والحريات الأساسية للنساء والفتيات وأن تتوخى الحرص الواجب لمنع العنف ضد النساء والفتيات والتحقيق فيه ومعاقبة مرتكبيه وأن توفر الحماية للضحايا وأن عدم قيامها بذلك يشكل انتهاكا لحقوق الإنسان والحريات الأساسية ويخل بالتمتع بها أو يحول دونه،

Bearing in mind that all States have an obligation to exercise due diligence to prevent, investigate and punish perpetrators of trafficking in persons and to provide protection to the victims, and that not doing so violates, impairs or nullifies their enjoyment of their human rights and fundamental freedoms,
وإذ تضع في اعتبارها أن من واجب جميع الدول أن تمارس الحرص الواجب لمنع الاتجار بالأشخاص والتحقيق مع المتاجرين بالأشخاص ومعاقبتهم وتوفير الحماية للضحايا وأن عدم القيام بذلك يخل بتمتعهم بحقوقهم الإنسانية وحرياتهم الأساسية ويضعفه أو يلغيه،

Bearing in mind that all States have an obligation to exercise due diligence to prevent, investigate and punish perpetrators of trafficking in persons and to provide protection to the victims and that not doing so violates and impairs or nullifies the enjoyment of their human rights and fundamental freedoms,
وإذ تضع في اعتبارها أنّ على كل الدول التزام بممارسة العناية الواجبة لمنع الاتجار بالأشخاص وملاحقة مرتكبيه ومعاقبتهم وتوفير الحماية للضحايا وبأنّ الامتناع عن القيام بذلك ينتهك ويعطّل أو ينفي تمتعهم بحقوق الإنسان والحريات الأساسية،

(b) To encourage and assist women subjected to violence in lodging and following through on formal complaints by providing protection to the victims and advising them that the responsibility for pursuing charges and prosecuting offenders rests with the police and the prosecution;
(ب) تشجيع النساء اللواتي يتعرضن للعنف ومساعدتهن على تقديم الشكاوى الرسمية ومتابعتها عن طريق توفير الحماية للضحايا وإعلامهن بأن مسؤولية رفع الدعاوى على الجناة ومقاضاتهم تقع على عاتق الشرطة والنيابة العامة؛

" (b) To encourage and assist women subjected to violence in lodging and following through on formal complaints by providing protection to the victims and advising them that the responsibility for pursuing charges and prosecuting offenders rests with the police and the prosecution;
" (ب) تشجيع النساء اللواتي يتعرضن للعنف ومساعدتهن على تقديم الشكاوى الرسمية ومتابعتها عن طريق توفير الحماية للضحايا وإعلامهن بأن مسؤولية رفع الدعاوى على الجناة ومقاضاتهم تقع على عاتق الشرطة والنيابة العامة؛

In numerous resolutions relating to the intensification of efforts to eliminate all forms of violence against women, the Human Rights Council and the General Assembly have also urged States to act with due diligence to prevent, investigate, prosecute and punish the perpetrators of violence against women and girls and to provide protection to the victims.
وقد حث مجلس حقوق الإنسان والجمعية العامة الدول، في قرارات عديدة تتعلق بتكثيف جهود القضاء على جميع أشكال العنف ضد المرأة، على التصرف بالعناية الواجبة من أجل منع العنف ضد النساء والفتيات والتحقيق فيه ومقاضاة ومعاقبة مرتكبيه، وتوفير الحماية للضحايا().

(a) In the third preambular paragraph, after the words " committed in the name of honour " , the words " a common feature of which is premeditation, " were inserted, and after the words " to provide protection to the victims " , the words " and that the failure to do so constitutes a human rights violation " were deleted;
(أ) في الفقرة الثالثة من الديباجة، أضيفت عبارة " ، التي يجتمع فيها عامل القتل العمـــد مــــع سبق الإصرار، " بعد عبارة " المرتكبة ضد المرأة باسم الشرف " ، وحذفت عبارة " ، وأن عدم القيام بذلك يمثل انتهاكا لحقوق الإنسان " الواردة بعد عبارة " توفير الحماية للضحايا " ؛
