UNOCI provided logistical assistance in the distribution of the provisional voter lists to all 415 local electoral commissions across the country, and transported 400 computer kits and 52 generators purchased by the United Nations Development Programme (UNDP) to the local electoral commissions in order to facilitate the provisional voter list appeals process.

6. The addition to the list of qualified voters of any person whose name does not appear either on the provisional voter list of 30 December 1999 or on the repatriation list drawn up by UNHCR as at 31 October 2000 can occur only if the status of that person as a continuous resident of Western Sahara since 30 December 1999 is supported by testimony from at least three credible persons and/or credible documentary evidence.

16. Those eligible to vote in the election for the Legislative Assembly and Chief Executive of the Western Sahara Authority are persons who are at least 18 years of age and whose names appear either on the provisional voter list of 30 December 1999 (without giving effect to any appeals or other objections) or on the repatriation list drawn up by UNHCR as at 31 October 2000.
16 - يحق التصويت في انتخاب الجمعية التشريعية والرئيس التنفيذي لسلطة الصحراء الغربية للأشخاص الذين لا تقل أعمارهم عن 18 سنة، والذين ترد أسماؤهم إما في قائمة الناخبين المؤقتة المؤرخة 30 كانون الأول/ديسمبر 1999 (دون قبول أي طعون أو اعتراضات أخرى) أو في قائمة الإعادة إلى الوطن التي وضعتها مفوضية الأمم المتحدة لشؤون اللاجئين المؤرخة 31 تشرين الأول/أكتوبر 2000.

18. With the first and second parts of the provisional voter list issued on 15 July 1999 and 17 January 2000, respectively, all those excluded from the voter list have the right, in accordance with MINURSO appeal procedures (see S/1999/483/Add.1), to appeal, while those found eligible can also challenge the inclusion of others.
18 - وبصدور الجزأين الأول والثانـــي مـن قائمة الناخبين المؤقتة في 15 تموز/يوليه 1999 و 17 كانون الثاني/يناير 2000، على التوالي، يكون لجميع الذين لم تشملهم القائمة الحق في الطعن، حسب إجراءات الطعن الخاصة ببعثة الأمم المتحدة للاستفتاء في الصحراء الغربية (S/1999/483/Add.1)، كما أن بوسع من أثبتت أهليتهم أن يطعنوا أيضا في إدراج مسجلين آخرين.

The publication of the provisional voter list would in fact leave it in no doubt about the outcome of the vote in favour of independence when the referendum is held.

7. During the reporting period, the Identification Commission completed the consolidation and quality control of the files received during the second round of appeals and corrected some minor errors that affected the provisional voter list.

8. The Chairman of the Identification Commission continued his consultations with the Coordinators of the Government of Morocco and the Frente POLISARIO on the work programme of the Commission, with particular attention to the corrections made to the provisional voter list as a result of the file consolidation process.
