(5) بينما تحيط اللجنة علماً بالمادة 7 من القانون رقم 39 لعام 1999 بشأن حقوق الإنسان، وبما ذهبت إليه الدولة الطرف في ردودها من أن جميع الصكوك الدولية التي صدّقت عليها هي جزء من القانون المحلي، فإنها تلاحظ أن العهد لا يعلو على أحكام التشريعات الوطنية التي تُعتبر متعارضة معه.

In this regard, the provisions of national legislation which permit sentencing to capital punishment are incompatible with the provisions of article 37 (a) of the Convention.
