This is certainly a remarkable event, marking the first time the General Assembly has met to discuss specifically the question of public administration in development.
فهذا بالتأكيد حدث رائع، يسجل المرة اﻷولى التي تجتمع فيها الجمعية العامة لكي تناقش على وجه التحديد مسألة اﻹدارة العامة والتنمية.

In fact, the first initiative to increase awareness of the role of public administration in development came with the creation of the United Nations, among whose premises was the hallowed concept that the emergence of peaceful societies could be built only upon competent administration.
وفي الواقع فإن المبادرة اﻷولى لزيادة الوعي بدور اﻹدارة العامة في التنمية قد جاءت لدى إنشاء اﻷمم المتحدة، التي كان من بين افتراضاتها ذلك المفهوم المقدس الذي يرى أن بروز المجتمعات السلمية لا يمكن أن يقوم إلا على اﻹدارة الكفؤة.

While underlining the universal character of good governance, I hardly need emphasize the importance of public administration in development.
وعلـــى الرغم من التأكيد على الطابع العالمي لحسن اﻹدارة، فإنني لسـت بحاجة إلى أن أؤكد على أهمية اﻹدارة العامة في التنمية.

C. The role of public administration in development

My delegation believes that the wide-ranging preparatory activities that preceded the resumed session laid a sound basis for meaningful and fruitful deliberations, which will, hopefully, result in formulating specific ideas and recommendations both for national Governments and the United Nations in strengthening the role of public administration in development.
ويعتقد وفدي أن اﻷنشطة التحضيرية الواسعة المدى التي سبقت الدورة المستأنفة قد أرست أساسا سليما لمداولات ذات مغزى ومثمرة، نأمل أن تؤدي إلى صياغة أفكار وتوصيات محددة بالنسبة لكل من الحكومات الوطنية واﻷمم المتحدة في ميدان تعزيز دور اﻹدارة العامة في التنمية.

First, we recognize the important role of public administration in development and commit Member States to including reform of public adminstration in their national development plans and to placing national structures dealing with the reform of the civil service at a sufficiently high governmental level to enable them to act more effectively and carry out the desired changes.

6. The General Assembly also acknowledged the importance of exchanging views and experiences in order to promote a better understanding of the role of public administration in development and enhance international cooperation in this field.
٦ - كما أقرت بأهمية تبادل اﻵراء والخبرات عملا على تحسين فهم دور الادارة العامة في التنمية وتعزيز التعاون الدولي في هذا الميدان.

9.44 In acknowledging the importance of exchanging views and experiences on the role of public administration in development and to enhance international cooperation in this field, the General Assembly decided to resume in 1996 its fiftieth session in order to examine the question of public administration and development.
٩-٤٤ واعترافا بأهمية تبادل اﻵراء والخبرات بشأن دور الادارة العامة في التنمية وعملا على تعزيز التعاون الدولي في هذا الميدان، قررت الجمعية العامة استئناف دورتها الخمسين في عام ١٩٩٦ لبحث مسألة اﻹدارة العامة والتنمية.

7. Requests the Secretary-General to submit a consolidated report, through the Economic and Social Council, to the General Assembly at its resumed session, containing an analysis of the role of public administration in development and recommendations for strengthening the role of the United Nations in public administration and development for the benefit of interested developing countries and countries with economies in transition;
٧ - تطلب الى اﻷمين العام أن يقدم الى الجمعية العامة في دورتها المستأنفة، عن طريق المجلس الاقتصادي والاجتماعي، تقريرا موحدا يتضمن تحليلا لدور الادارة العامة في التنمية وتوصيات تتعلق بتعزيز دور اﻷمم المتحدة في الادارة العامة والتنمية لصالح من يهمه اﻷمر من البلدان النامية والبلدان التي تجتاز اقتصاداتها مرحلة انتقالية؛

16. This is the first time that the General Assembly of the United Nations will meet to discuss specifically the question of public administration in development.
٦١ - تمثل الدورة المستأنفة المرة اﻷولى التي تجتمع فيها الجمعية العامة لﻷمم المتحدة لتناقش على وجه التحديد مسألة اﻹدارة العامة في مجال التنمية.

As regards the donor community, we urge donors to enhance their recognition of the role and significance of public administration in development and to provide adequate resources in their programmes of assistance for improving public administration in developing countries and in countries with economies in transition.
وفيما يتعلق بمجتمع المانحين، فإننـــا نحث المانحين على أن يزيدوا اعترافهم بدور وأهميـــة اﻹدارة العامة في مجال التنمية وأن يوفروا الموارد الكافية في برامج مساعداتها مـــن أجـــل تحسين اﻹدارة العامة في البلدان النامية وفي البلدان التي تمر اقتصاداتها بمرحلة انتقالية.
