Recalling that, under Article 31 of the Charter, any Member of the United Nations that is not a member of the Security Council may participate, without vote, in the discussion of any question brought before the Council whenever the latter considers that the interests of that Member are specially affected,
وإذ تشير إلى أنه يجوز لأي عضو من أعضاء الأمم المتحدة من غير أعضاء مجلس الأمن، بموجب المادة 31 من الميثاق، أن يشترك، دون تصويت، في مناقشة أية مسألة تعرض على المجلس متى رأى المجلس أن مصالح هذا العضو تتأثر بها بوجه خاص،

(c) The Security Council should fully implement Articles 31 and 32 of the Charter and rules 37 and 39 of the Council’s provisional rules of procedure, so that non-members whose interests are specially affected may participate in discussions of any question brought before the Council.
)ج( ينبغـي لمجلس اﻷمـن أن ينفـذ بصـورة كاملة المادتين ٣١ و ٣٢ من الميثاق والمادتين ٣٧ و ٣٩ من النظام الداخلي المؤقت للمجلس، لكي يتسنى للدول غير اﻷعضاء التي تكون مصالحها متأثرة بشكل خاص أن تشارك في المناقشات التي تجرى بشأن أي مسألة تعرض على المجلس.
