15. Article 9, paragraph 2, of the UNESCO Declaration on Race and Racial Prejudice, adopted on 27 November 1978, which reads:

13. The right to be different, as proclaimed in article 1, paragraph 2, of the 1978 UNESCO Declaration on Race and Racial Prejudice, should be respected by all.
٣١- ينبغي للجميع احترام الحق في الاختلاف، كما تعلن الفقرة ٢ من المادة ١ من إعلان اليونسكو لعام ٨٧٩١ بشأن العنصر والتحيز العنصري.

30. The importance of the UNESCO Declaration on Race and Racial Prejudice of 1978, although only a declaration, cannot be underestimated as it was widely supported, being adopted unanimously by acclamation.
30- ولا يمكن التقليل من أهمية إعلان اليونسكو المتعلق بالعنصر والتميز العنصري لعام 1978، بالرغم من أنه مجرد إعلان، ذلك أنه حصل على تأييد واسع، بعد اعتماده بالاجماع دون تصويت.

The Proclamation of Tehran, in paragraph 18, states, “While recent scientific discoveries and technological advances have opened vast prospects for economic, social and cultural progress, such developments may nevertheless endanger the rights and freedoms of individuals and will require continuing attention.” The UNESCO Declaration on Race and Racial Prejudice, article 1, states:
الحديث من المكتشفات العلمية وخطوات التقدم التكنولوجي، على رغم كونه قد فتح آفاقاً واسعة للتقدم الاقتصادي والاجتماعي والثقافي، يمكن أن يعرض للخطر حقوق اﻷفراد وحرياتهم، وبالتالي سيكون من الضروري أن يجعل محل انتباه متواصل " . وجاء في المادة ١ من إعلان اليونسكو بشأن العنصر والتحيز العنصري ما يلي:

In that regard, he referred to articles 5 and 14 of ILO Convention No. 169, article 2 (2) of the Declaration on the Right to Development, articles 19 to 24 of the African Charter on Human and Peoples' Rights, and article 6 (1) of the 1978 UNESCO Declaration on Race and Racial Prejudice.
وأشار في هذا الصدد إلى المادتين ٥ و١٤ من اتفاقية منظمة العمل الدولية رقم ١٦٩، والمادة ٢)٢( من إعلان الحق في التنمية، والمواد ١٩ إلى ٢٤ من الميثاق اﻷفريقي لحقوق الانسان والشعوب، والمادة ٦)١( من إعلان منظمة اﻷمم المتحدة للتربية والعلم والثقافة)اليونسكو( بشأن العنصر والتحيز العنصري لعام ١٩٧٨.

21. The representative of UNESCO stated that, in order to avoid duplication of effort, and so as not to place undue burdens on States, it would be useful to take into account, within the framework of the implementation of the Programme of Action for the Third Decade, the reports on the implementation of the UNESCO Declaration on Race and Racial Prejudice which States were submitting to the General Conference of UNESCO.
٢١ - وأشار ممثل اليونسكو الى أن من المستحسن، تجنبا لازدواج المهام والضغوط الزائدة على الدول، أن تؤخذ في الاعتبار، في إطار تنفيذ برنامج عمل العقد الثالث، التقارير المتعلقة بتطبيق إعلان اليونسكو بشأن العنصر والتحيز العنصري التي تقدمها الدول الى المؤتمر العام لليونسكو.

6. Lastly, the Director-General will submit to the General Conference (1995) his fifth report on the implementation of the UNESCO Declaration on Race and Racial Prejudice (adopted in 1978).

" Existing disequilibria in international economic relations contribute to the exacerbation of racism and racial prejudice; all States should consequently endeavor to contribute to the restructuring of the international economy on a more equitable basis. ١٦ - " ان أوجه اختلال التوازن في العلاقات الاقتصادية الدولية تسهم في تفاقم العنصرية والتحيز العنصري، ومن ثم ينبغي لجميع الدول أن تسعى الى اﻹسهام في إعادة تشكيل النظام الاقتصادي الدولي على أساس أكثر إنصافا.
