It concurred with the Special Rapporteur that there were links between poverty and race or ethnic origin, that the vulnerability of racial or ethnic minorities generally had historical causes and that systems based on slavery, segregation and apartheid had created structural imbalances that remained to the present day.

Based on the body of empirical work and country visits carried out by the mandate, as well as on academic and policy-oriented research on this topic, the Special Rapporteur notes that the socio-economic vulnerability of racial or ethnic minorities is generally the result of historical legacies.

54. In order to redress the historical imbalances created by racism and discrimination, including slavery, segregation, apartheid and other forms of exclusion, the Special Rapporteur recommends that Member States take special measures to foster integration of racial or ethnic minorities into education, health, housing, the workplace and other areas.
54- ولإصلاح الاختلالات التاريخية التي أنشأتها العنصرية والتمييز، بما فيها الرق والعزل والفصل العنصري وغير ذلك من أشكال الإقصاء، يوصي المقرر الخاص بأن تتخذ الدول الأعضاء تدابير لتشجيع إدماج الأقليات العرقية أو الإثنية في مجالات التعليم والصحة والسكن والعمل وغيرها.

As the previous Special Rapporteur on racism underlined in his report to the General Assembly in 2009, racial or ethnic minorities are disproportionately affected by poverty, and the lack of education, adequate housing and health care transmits poverty from generation to generation and perpetuates racial prejudices and stereotypes in their regard.

In particular, the Special Rapporteur recommends that Member States review and redesign policies and programmes which may have a disproportionate effect on racial or ethnic minorities in view of their socio-economic vulnerability and implement effective measures to improve the access of such groups to civil, cultural, economic, political and social rights.

A great deal of effort has targeted the prohibition of incitement to discrimination through prejudicial portrayal of racial or ethnic minorities, or migrants, or women and girls " . She also noted a number of projects aimed at the revision of existing curricula and textbooks or the creation of new ones so as to convey positive images rather than merely prohibiting negative ones.
واستهدف قدر كبير من الجهود حظر التحريض على التمييز عن طريق اساءة تصوير الأقليات العرقية أو الإثنية أو المهاجرين أو النساء أو الفتيات " وأشارت كذلك الى عدد من المشاريع التي تهدف الى مراجعة المناهج والكتب الدراسية القائمة أو الى وضع مناهج وكتب جديدة بما يمكِّن من عرض صور ايجابية بدلا من مجرد حظر الصور السلبية.
