17. CoE-ECRI noted with interest that significant progress had been made as regards the introduction and use of tools for combating racist discourse in politics.

It is also concerned at the recent increase in acts and manifestations of racism and xenophobia in the territory of the State party, and racist discourse on the Internet.
ويساور اللجنة القلق أيضاً إزاء ما شهدته الدولة الطرف في الآونة الأخيرة من زيادة في الأفعال والمظاهر التي تنم عن العنصرية وكره الأجانب، وحيال الخطاب العنصري المتداول على شبكة الإنترنت.

The Committee also notes the efforts undertaken by the State party to combat racist discourse in the media by applying sanctions to newspapers whose publications have included racist discourse.

There were many forms of discrimination which exhibited characteristics typical of racist discourse but they were different phenomena and should not be confused. Otherwise there was a danger that attention would be diverted from the real problem, which continued to be discrimination, exploitation, exclusion or domination — political, economic and cultural — based on racial attributes, which affected all areas of the world equally.
وهناك أشكال كثيرة من التمييز تنطوي على مواصفات عادة ما يتضمنها الخطاب العنصري ولكن ينبغي ألا تؤخذ تلك الظواهر على أنها مظاهر عنصرية وإلا قد يتشتت الانتباه أو يبتعد عن معالجة المشكلة الحقيقية التي لا تزال تتمثل في التمييز والاستغلال والاستبعاد أو السيطرة السياسية والاقتصادية والثقافية القائمة باسم مواصفات عنصرية تمس جميع المناطق في العالم على حد سواء.

23. CERD recommended that Cyprus strongly condemn the use of racist discourse by politicians and in the media, and thoroughly investigate and prosecute such acts.
23- وأوصت لجنة القضاء على التمييز العنصري بأن تدين قبرص بشدة استخدام الساسة الخطاب العنصري وتداوله في وسائط الإعلام، وبأن تجري تحقيقات شاملة في هذه الأعمال وتقاضي مرتكبيها(43).
