We expect that this level of commitment would be maintained by your successor, Ambassador Ramaker of the Netherlands, by dealing with the issue of expansion as a matter of urgency and major importance through his personal and interested engagement or, if he considers it more effective, by appointing a special coordinator on the issue of expansion.
