5. The Committee is concerned that despite the constitutional provision making international agreements ratified by the State party an integral part of the law of the land, no information has been made available illustrating the actual application of the Covenant.

7. The Committee is concerned that the provisions of the Covenant have not been invoked by the State party's courts, in spite of the constitutional guarantee of the primacy of international agreements ratified by the State party over domestic laws.

9. The Committee notes that the domestication of human rights treaties ratified by the State party is one of priority actions identified in the National Human Rights Action Plan adopted in 2012.

4. The report indicates that, according to article 144 of the Constitution, international treaties ratified by the State party constitute laws of the Republic once they enter into force, and consequently prevail over domestic law.
