The Committee urges the State party to ensure consistent and effective verification of the age of individual recruits to effectively prevent the recruitment of children into the armed forces.

The Committee reiterates its concluding observations after consideration of the initial report of the State party on the implementation of the Optional Protocol on the involvement of children in armed conflict and notes with concern the recruitment of children into the armed forces in the State party.

Since the results of the study failed to indicate that there was a problem of involvement of children in armed conflict in the State of Qatar, the executive work plan does not include the issues covered by the Optional Protocol. The Supreme Council merely focuses on existing legislative arrangements and related laws and the measures taken by the Qatari armed forces to prevent the recruitment of children into the armed forces.
9- ولمّا كانت نتائج هذه الدراسة لا تشير إلى وجود مشكلة اشتراك الأطفال في النزاعات المسلحة في دولة قطر، لم تتضمن خطة العمل التنفيذية القضايا المشمولة في البروتوكول الاختياري، وإنما اكتفى المجلس بالترتيبات التشريعية الحالية والقوانين ذات الصلة والتدابير المتخذة من قبل القوات المسلحة القطرية بشأن منع تجنيد الأطفال في القوات المسلحة.

82. Section 32 of the Child Bill for Southern Sudan prescribes a set of penalties for the recruitment of children into the armed forces, as follows: " Any person who takes part in recruiting children into the armed forces or using children in any of the aforementioned activities shall be deemed to have committed an offence on conviction for which he shall be sentenced to imprisonment for a term not exceeding 10 years, or a fine, or both. "
82- وفي جنوب السودان ينص مشروع قانون الطفل في القسم 32 على مجموعة من العقوبات بشأن تجنيد الأطفال في القوات المسلحة التي تنص على ما يلي " أي شخص يشترك في تجنيد الأطفال داخل القوات المسلحة واستخدام الطفل في أي نشاط مذكور أعلاه يعتبر مرتكباً جريمة ويكون مداناً ويحاكم بالسجن لمدة لا تجاوز عشر سنوات أو بالغرامة أو بالاثنين معاً " .

While noting the efforts made to eliminate the recruitment of children into the armed forces and to reintegrate them into society, the Committee is concerned that some child soldiers have not yet been identified and reintegrated (art. 24).
