She recalled the mandate of the Working Group to develop terms of reference for a review mechanism having the characteristics set out in Conference resolutions 1/1 and 2/1; and commended the progress made by the Working Group in the development of a rolling text on the basis of the proposals submitted by States parties.

The programme was launched after the first session of the Conference to test methods for implementation review and provide the Conference with lessons learned, thus enabling it to consider terms of reference for a review mechanism.

As noted in paragraph 9 of the report, the Conference of the States Parties had decided that the Open-ended Intergovernmental Working Group on Review of the Implementation of the Convention should prepare terms of reference for a review mechanism for consideration, action and possible adoption by the Conference at its third session and, to that end, had called on States parties and signatory States to submit proposals to the Working Group.
