36 - وفي ما يتعلق بالتدابير المضادة التي تتخذ ضد المنظمات الدولية، ذكرت أن وفد بلدها يرى أن القيود المفروضة على التدابير المضادة في المواد المتعلقة بمسؤولية الدول ينبغي أن تنطبق أيضا على المنظمات الدولية.

(6) One matter of concern that arises with regard to countermeasures affecting international organizations is the fact that countermeasures may hamper the functioning of the responsible international organization and therefore endanger the attainment of the objectives for which that organization was established.

Another State stressed the " need for further clarification with regard to countermeasures taken by international organizations, owing to the scarcity of practice, the uncertainty surrounding the relevant legal regime and the risk of abuse " .

With regard to countermeasures that an international organization may take against another international organization, it would be coherent to consider that a circumstance precluding wrongfulness justifies an otherwise wrongful act subject to the conditions set out in chapter II of Part Three, which covers countermeasures taken both by international organizations and by States against an international organization.
