1 - إذا اقتنعت اللجنة بموثوقية المعلومات الواردة، وبأنها تفيد بانتهاك الدولة الطرف المعنية حقوق الإنسان المحددة في الاتفاقية انتهاكا جسيما منتظما، تدعو اللجنة تلك الدولة، من خلال الأمين العام، إلى تقديم ملاحظات بشأن تلك المعلومات في غضون فترة زمنية محددة.

Examination of information 1. If the Committee is satisfied that the information received is reliable and indicates grave or systematic violations of rights set forth in the Convention by the State party concerned, the Committee shall invite the State party, through the Secretary-General, to submit observations with regard to that information within fixed time limits.
1- إذا اقتنعت اللجنة بموثوقية المعلومات الواردة، وبأنها تفيد بانتهاك الدولة الطرف المعنية حقوق الإنسان المحددة في الاتفاقية انتهاكا جسيما منتظما، تدعو اللجنة تلك الدولة، من خلال الأمين العام، إلى تقديم ملاحظات بشأن تلك المعلومات في غضون فترة زمنية محددة.

If it appears to the Committee that the information received is reliable and contains wellfounded indications that torture is being systematically practised in the territory of a State party, the Committee shall invite the State party concerned, through the Secretary-General, to cooperate in its examination of the information and, to this end, to submit observations with regard to that information.
1- إذا ظهر للجنة أن المعلومات الواردة موثوق بها وتتضمن دلائل قائمة على أساس قوي تفيد بأن التعذيب يمارس على نحو منتظم في إقليم دولة طرف، تدعو اللجنة، عن طريق الأمين العام، الدولة الطرف المعنية إلى أن تتعاون معها في دراسة المعلومات، وأن تقدم، لهذا الغرض، ملاحظات فيما يتعلق بهذه المعلومات.

If it appears to the Committee that the information received is reliable and contains wellfounded indications that torture is being systematically practised in the territory of a State party, the Committee shall invite the State party concerned, through the Secretary-General, to cooperate in its examination of the information and, to this end, to submit observations with regard to that information.
1- إذا ظهر للجنة أن المعلومات الواردة موثوقة وتتضمن دلائل قائمة على أساس قوي تفيد بأن التعذيب يمارس على نحو منتظم في إقليم دولة طرف، تدعو اللجنة، عن طريق الأمين العام، الدولة الطرف المعنية إلى أن تتعاون معها في دراسة المعلومات، وأن تقدم، لهذا الغرض، ملاحظات فيما يتعلق بهذه المعلومات.

If the Committee considers that the information received and/or compiled on its own initiative is reliable and appears to indicate grave or systematic violations of rights set forth in the Covenant by the State party concerned, the Committee, through the Secretary-General, shall invite the State party to submit observations with regard to that information within fixed time limits.
1- إذا اقتنعت اللجنة بأن المعلومات الواردة و/أو المجمّعة بمبادرة منها موثوقة ويبدو أنها تشير إلى حدوث انتهاكات خطيرة أو منتظمة للحقوق المنصوص عليها في العهد من جانب الدولة الطرف المعنية، تدعو اللجنة الدولة الطرف، عن طريق الأمين العام، إلى تقديم ملاحظات بشأن تلك المعلومات في غضون مهلة محددة.

1. If the Committee is satisfied that the information received is reliable and appears to indicate serious violations of the provisions of the Convention by the State party concerned, the Committee, through the Secretary-General, shall invite the State party to submit observations with regard to that information within fixed time limits.
1- إذا اقتنعت اللجنة بأن المعلومات الواردة موثوقة ويبدو أنها تبيّن حدوث انتهاكات خطيرة لأحكام الاتفاقية من قبل الدولة الطرف المعنية، تدعو اللجنة الدولة الطرف، عن طريق الأمين العام، إلى تقديم ملاحظات بشأن تلك المعلومات في غضون مهلة محددة.
