From 21 to 23 August, five working sessions were devoted to consideration of ways and means to enhance national implementation and to consideration of regional and sub-regional cooperation on implementation of the Convention.

24. Having considered regional and sub-regional cooperation on implementation of the Convention, the States Parties agreed that such cooperation can complement and reinforce national measures, which remain the obligation of States Parties.
