(c) In the case of African regional and subregional capacities, donor countries should commit to a 10-year process of sustained capacity-building support, within the African Union strategic framework;

12 - تؤكد أنه، من أجل المضي في تعزيز فعالية المساعدة الإنسانية، ينبغي بذل جهود خاصة في مجال التعاون الدولي من أجل مواصلة تحسين وتوسيع نطاق عملية استخدام القدرات الوطنية والمحلية، وعند الاقتضاء، استخدام القدرات الإقليمية ودون الإقليمية في مجال التأهب للكوارث والتصدي لها، وهو ما يمكن أن يتاح بفعالية أكبر وتكلفة أقل بالقرب من موقع حدوث الكارثة؛
