The Convention does not provide for such rights only in relation to migrant workers in a regular situation.
ولا تنص الاتفاقية على هذه الحقوق إلاّ فيما يتعلق بالعمال المهاجرين الذين هم في وضع نظامي.

The provisions of the Code apply to all workers, whether Egyptian nationals or aliens in a regular situation, without distinction or discrimination.

In addition, other rights enshrined in the Covenant apply to all migrant workers, whether in a regular or an irregular situation, such as the right to form associations and trade unions and the right to protection of the family, whereas the Convention makes a distinction between migrant workers in a regular situation and those in an irregular situation.

Migrant workers and members of their families who are documented or in a regular situation in the State of employment shall enjoy the rights set forth in the present part of the Convention in addition to those set forth in part III.
