واعتمد المؤتمر إعلاناً، ووضع خطة عمل محددة لمنع الاستغلال الجنسي التجاري لﻷطفال، ولحماية حقوق الطفل، وتسهيل إعادة تأهيل اﻷطفال الذين كانوا ضحايا لهذه الظاهرة.

The Committee also expressed concern at the inadequacy of safeguards for all children who are detained by legal authorities, the conditions of places of detention for children including the lack of medical services, and the lack of services for the recovery and rehabilitation of children who come into conflict with the law.
وأعربت اللجنة أيضاً عن قلقها إزاء عدم كفاية الضمانات المتوفرة لكافة اﻷطفال الذين تحتجزهم السلطات القانونية، واﻷوضاع السائدة في أماكن احتجاز اﻷطفال بما في ذلك الافتقار إلى الخدمات الطبية، ونقص الخدمات اللازمة لعلاج واعادة تأهيل اﻷطفال الذين يخالفون القانون.

6.12. All countries must adopt collective measures to alleviate the suffering of children in armed conflicts and other disasters, and provide assistance for the rehabilitation of children who become victims of those conflicts and disasters.
٦-٢١ ويجب على جميع البلدان أن تتخذ تدابير جماعية للتخفيف من معاناة اﻷطفال في الصراعات المسلحة وغيرها من الكوارث، وتقديم المساعدة ﻹعادة تأهيل اﻷطفال الذين يقعون ضحايا لهذه الصراعات والكوارث.

24. States parties must also take measures to ensure the rehabilitation of children who, as a result of economic exploitation, are exposed to serious physical and moral danger.
٢٤ - ويجب على الدول اﻷطراف أيضا أن تتخذ تدابير لكفالة تأهيل اﻷطفال الذين يتعرضون، نتيجة استغلال اقتصادي، لخطر بدني أو معنوي جسيم.

(d) The adoption of measures designed to ensure the rehabilitation of children who, as a result of economic exploitation, are exposed to serious physical and moral danger;

3. The Programme of Action calls on all countries " to adopt collective measures to alleviate the suffering of children in armed conflicts and other disasters, and provide assistance for the rehabilitation of children who become victims of those conflicts and disasters " .
٣- ودعا برنامج العمل جميع البلدان إلى اتخاذ " تدابير جماعية للتخفيف من معاناة اﻷطفال في الصراعات المسلحة وغيرها من الكوارث، وتقديم المساعدة لاعادة تأهيل اﻷطفال الذين يقعون ضحايا لهذه الصراعات والكوارث " .

(a) to continue to support the provision of humanitarian assistance to civilian populations in distress, taking into account the particular needs of children including, inter alia, the provision and rehabilitation of medical and educational services to respond to the needs of children, the rehabilitation of children who have been maimed or psychologically traumatized, and child-focused mine clearance and mine-awareness programmes;
