The Georgian Government once again reminds all States of paragraph 8 of Security Council resolution 876 (1993), in which the Council called on all States to prevent the provision from their territories or by persons under their jurisdiction of all assistance, other than humanitarian assistance.

However, the Special Rapporteur reminds all States that any such laws must also comply with the three criteria of restrictions to the right to freedom of expression, namely: prescription by unambiguous law; pursuance of a legitimate purpose; and respect for the principles of necessity and proportionality.
