10. The methodology for the national inventories of emissions by sources and removals by sinks of greenhouse gases to be used is that developed by the IPCC.
٠١- والمنهجية التي يتعين استخدامها ﻹعداد قوائم الجرد الوطنية لانبعاثات غازات الدفيئة بحسب مصادرها وعمليات إزالتها بواسطة المصارف هي تلك المنهجية التي وضعها الفريق الحكومي الدولي المعني بتغير المناخ.

“NO” (not occurring) for emissions by sources and removals by sinks of greenhouse gases that do not occur for a particular gas or source/sink category within a country;

Each Party with GHG emission intensity targets shall have in place a national system for the estimation of anthropogenic emissions by sources and removals by sinks of all GHGs not controlled by the Montreal Protocol.

[In accordance with Articles 4 and 12, and consistent with part I of the reporting guidelines, a national communication shall describe anthropogenic emissions by sources and removals by sinks of all greenhouse gases (GHGs) not controlled by the Montreal Protocol.

“C” (confidential) for emissions by sources and removals by sinks of greenhouse gases which could lead to the disclosure of confidential information, given the provisions of paragraph 19 above; and

Decides that for the purposes of this agreement, the global warming potentials used to calculate the carbon dioxide equivalence of anthropogenic emissions by sources and removals by sinks of greenhouse gases listed in Annex A to the Kyoto Protocol shall be those provided by the Intergovernmental Panel on Climate Change in its Fourth Assessment Report based on the effects of the greenhouse gases over a 100-year time horizon.

(d) To describe expected progress in the limitation of emissions by sources and enhancement of removals by sinks of greenhouse gases, on the basis of information contained in national communications;

Consistent with paragraph 18 of the reporting guidelines, each Annex I Party shall communicate a national inventory of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol.

Article 12.1(a) of the Convention requires that each Party shall communicate to the COP, through the secretariat, inter alia, a national inventory of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol.

For the purpose of meeting its commitments under Article 3, any Party included in Annex I may transfer to, or acquire from, any other such Party emission reduction units resulting from projects aimed at reducing anthropogenic emissions by sources or enhancing anthropogenic removals by sinks of greenhouse gases in any sector of the economy, provided that:
١- يجوز ﻷي طرف مدرج في المرفق اﻷول لغرض الوفاء بالتزاماته بموجب المادة ٣، أن ينقل إلى طرف آخر أو يحتاز منه وحدات خفض انبعاثات ناجمة عن المشاريع الهادفة إلى خفض الانبعاثات البشرية المصدر من غازات الدفيئة أو تعزيز إزالتها بواسطة البواليع في أي قطاع من قطاعات الاقتصاد شريطة ما يلي:

For the purpose of meeting its commitments under Article 3, any Party included in Annex I may transfer to, or acquire from, any other such Party emission reduction units resulting from projects aimed at reducing anthropogenic emissions by sources or enhancing anthropogenic removals by sinks of greenhouse gases in any sector of the economy, provided that:

Enhanced national action on mitigation by all Parties should, in aggregate, deliver reduction of emissions and enhanced removals by sinks of greenhouse gases not controlled by the Montreal Protocol sufficient to ensure a global emission pathway consistent with the shared vision defined in Article 2 above.
وينبغي للعمل الوطني المُعزَّز المتعلق بالتخفيف الذي تضطلع به جميع الأطراف أن يؤدي، بصفة إجمالية، إلى خفض انبعاثات غازات الدفيئة غير الخاضعة لبروتوكول كيوتو وتعزيز إزالتها بواسطة البواليع على نحو يكفي لاتباع مسار للانبعاثات العالمية يكون متسقاً مع الرؤية المشتركة المبيَّنة في المادة 2 أعلاه.

Each Party included in Annex I or acting under Article 10 shall, by 200[_], establish a national system for the accurate estimation of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol.
١- يقوم كل طرف مدرج في المرفق اﻷول أو يعمل بموجب المادة ٠١، بحلول عام ] [ ٠٠٢، بإنشاء نظام وطني للتقدير الدقيق للانبعاثات البشرية المصدر بحسب مصادرها وعمليات إزالتها بالبواليع جميع غازات الدفيئة غير الخاضعة لبروتوكول مونتريال.

Each Party included in Annex I [or acting under Article 10] shall have in place, [no later than one year prior to the start of the first budget period,] a national system for the estimation of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol.
١- ينشئ كل طرف مدرج في المرفق اﻷول ]أو عامل بموجب المادة ٠١[ ]في غضون سنة واحدة على اﻷكثر قبل بدء فترة ميزانيته اﻷولى[ نظاماً وطنياً لتقدير الانبعاثات البشرية المنشأ بحسب مصادرها وعمليات إزالتها بالبواليع من جميع غازات الدفيئة غير الخاضعة لبروتوكول مونتريال.

10. Further decides that the time series of emissions by sources and removals by sinks of greenhouse gases, including base year emissions, shall be recalculated for the second commitment period;

Decides that starting with the second commitment period, the methodologies for estimating anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol shall be consistent with the Intergovernmental Panel on Climate Change 2006 IPCC Guidelines for National Greenhouse Gas Inventories.
3- يُقرر أن تكون المنهجيات المستخدَمة لتقدير الانبعاثات البشرية المنشأ بحسب مصادرها وعمليات الإزالة بواسطة المصارف لجميع غازات الدفيئة التي لا تخضع لأحكام بروتوكول مونتريال، ابتداءً من فترة الالتزام الثانية، متسقة مع المبادئ التوجيهية لإعداد قوائم الجرد الوطنية لغازات الدفيئة التي وضعها الفريق الحكومي الدولي المعني بتغير المناخ في عام 2006.

Parties are required by Article 12.1 of the Convention to submit their national inventoryof anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol.
٣- تطلب المادة ٢١-١ من الاتفاقية إلى اﻷطراف تقديم قوائم جرد وطنية تحصر الانبعاثات البشرية الصنع من مصادر جميع غازات الدفيئة التي لا يحكمها بروتوكول مونتريال، وإزالة هذه الغازات بواسطة المصارف.

If the aggregate anthropogenic carbon dioxide equivalent emissions by sources and removals by sinks of a Party included in Annex I in a commitment period are less than its assigned amount under this Article, this difference shall, on request of that Party, be added to the assigned amount for that Party for subsequent commitment periods. "

The participants agreed that the notation key " 0 " , which Parties have used when reporting emissions by sources or removals by sinks of greenhouse gases, should no longer be used as a notation key.
