57. The CHAIRPERSON thanked the Israeli delegation for its replies and announced that the Committee would continue its consideration of the initial report of Israel (CCPR/C/81/Add.13) at a forthcoming session.

253. The Committee considered the special report of Israel (CAT/C/33/Add.2/Rev.1) at its 295th, 296th and 297th meetings, on 7 and 9 May 1997 (CAT/C/SR.295, 296 and 297/Add.1), and adopted the following conclusions and recommendations.

79. The Committee reiterates its opinion of 1991 that the report of Israel should “encompass the entire population under the jurisdiction of the Government of Israel” (A/46/18, para. 368).

The Committee considered the initial report of Israel (CCPR/C/81/Add.13) at its 1675th to 1677th meetings, on 15 and 16 July 1998, and at its 1694th meeting, on 28 July 1998, adopted the following observations.

As a result, it decided to consider the third periodic report of Israel at its twenty-seventh session in November 2001. The Committee also decided to request an opinion from the United Nations Legal Counsel on the question of the applicability of the Convention in the occupied Palestinian territory.
ونتيجة لذلك قررت النظر في تقرير إسرائيل الدوري الثالث في دورتها السابعة والعشرين في تشرين الثاني/نوفمبر 2001، كما قررت اللجنة أن تطلب رأي المستشار القانوني للأمم المتحدة في مسألة انطباق الاتفاقية في الأراضي الفلسطينية المحتلة.

The Working Group refers in particular to the concluding observations of the Human Rights Committee on the second periodic report of Israel (CCPR/CO/78/ISR).

83. The BADIL Resource Center for Palestinian Residency and Refugee Rights provided information about the situation of Palestinian civilians in the Occupied Palestinian Territory and recalled, in this regard, the concluding observations of the Committee on the Elimination of Racial Discrimination following its consideration of the report of Israel in 2012.

254. The special report of Israel was submitted on 18 February 1997, pursuant to the request contained in the letter to the Permanent Representative of Israel to the United Nations Office at Geneva, dated 22 November 1996 (see para. 25 above).

4. Mr. LAMDAN (Israel) said that his delegation was pleased to have the opportunity of presenting the report of Israel to the Committee. It looked forward to engaging in a constructive and professional dialogue without political overtones, and learning how to improve the country's human rights performance and to achieve more effectively the purposes of the Covenant.
