Mr. Watanabe (Japan) said that although the Committee had had to defer consideration of the report of the Secretary-General on the reduction and refocusing of non-programme costs (A/52/758), a decision on the exact modalities and procedures of the development account must be taken as soon as possible so that the Secretariat could prepare the budget outline for the next biennium.
