The report is aimed at analysing the role of environment for development in relation to environmental and social changes that have taken place since the publication in 1987 of the report of the World Commission on Environment and Development: Our Common Future.

Knowledge of the interlinkages between environment and development, and the impacts on human wellbeing, gained since the release of Our Common Future, the report of the World Commission on Environment and Development, can be used effectively for the transition towards sustainable development.

IUCN was instrumental in introducing the concept of sustainable development in international policy in the 1970s and 1980s, and saw its work endorsed in the report of the World Commission on Environment and Development, and ultimately incorporated by the United Nations Conference on Environment and Development into Agenda 21.

Nevertheless, despite the fact that the concept of sustainable development with its economic, environmental and social pillars was first articulated in the report of the World Commission on Environment and Development (Brundtland Commission) in 1987, its operationalization as a development paradigm has proven difficult.

As stated in the report of the World Commission on Environment and Development, entitled " Our common future " , " we act as we do because we can get away with it: future generations do not vote, they have no political or financial power; they cannot challenge our decisions " (A/42/427, annex, para. 25).
وحسب ما جاء في تقرير اللجنة العالمية المعنية بالبيئة والتنمية المعنون ' ' مستقبلنا المشترك`` فإننا ' ' نتصرف على هذا النحو لأننا نعلم أننا لن نتحمل عواقب ذلك: إذ إن الأجيال المقبلة لا تستطيع التصويت، وليس لديها سلطة سياسية أو مالية؛ وليس بوسعها الطعن في قراراتنا`` (A/42/427، المرفق، الفقرة 25).

The 1987 report of the World Commission on Environment and Development (A/42/427), which brought forward the concept of sustainable development, included legal principles drafted by an experts group, the first of which declared, " all human beings have the fundamental right to an environment adequate for their health and well-being " .
