Article 8 states that at the election the electors shall bear in mind that the persons to be elected to the Commission should individually possess the qualifications required and that in the Commission as a whole representation of the main forms of civilization and of the principal legal systems of the world should be assured.
وتنص المادة 8 أنه لدى إجراء الانتخاب، يجب أن يضع الناخبون في اعتبارهم أنه ينبغي أن تتوفر لدى كل شخص من الأشخاص الذين سينتخبون لعضوية اللجنة المؤهلات المطلوبة، وأنه ينبغي أن يكفل في اللجنة ككل تمثيل الأشكال الهامة للحضارة والنظم القانونية الرئيسية في العالم.

At the election the electors shall bear in mind that the persons to be elected to the Commission should individually possess the qualifications required and that in the Commission as a whole representation of the main forms of civilization and of the principal systems of the world should be assured.
لدى إجراء الانتخاب، يجب أن يضع الناخبون في اعتبارهم أن تتوافر في كل شخص من الأشخاص الذين سيُنتخبون لعضوية اللجنة المؤهلات المطلوبة، وأن يُكفل في اللجنة ككل تمثيل الأشكال الهامة للحضارة والنظم القانونية الرئيسية في العالم.

Stressing that the OIC's demand for adequate representation in the Security Council is in keeping with the significant demographic and political weight of the OIC Member States, which bears particular importance, not only from the perspective of increased efficiency, but also to ensure the representation of the main forms of civilization in the Security Council;
وإذ يؤكد أن طلب منظمة المؤتمر الإسلامي الخاص بالتمثيل المناسب في مجلس الأمن يتماشى مع الوزن الديموغرافي والسياسي الهام للدول الأعضاء في منظمة المؤتمر الإسلامي، وهو ما يتسم بأهمية خاصة ليس من منظور الفعالية المتزايدة فحسب، بل ولضمان تمثيل الأشكال الرئيسية للحضارات في مجلس الأمن؛

وبموجب أحكام النظام الأساسي، يراعي الناخبون أنه يتعين أن يكون كل شخص من الأشخاص المقرر انتخابهم حاصلا على المؤهلات اللازمة وأنه ينبغي في اللجنة ككل ضمان تمثيل الأشكال الرئيسية للحضارة والنظم القانونية الأساسية في العالم.

Keeping in view the significant demographic and political weight of the OIC Member States of the Security Council also bears particular importance, not only from the perspective of increased efficiency, but also to ensure the representation of the main forms of civilization, including the adequate representation of the OIC Member States in any category of an expanded Security Council.
ومع الأخذ في الاعتبار الثقل السكاني والسياسي الكبير للعالم الإسلامي، فإن إصلاح مجلس الأمن يكتسي أيضا أهمية خاصة ليس فقط من منطلق زيادة فعاليته، بل فيما يخص ضمان تمثيل الأشكال الرئيسية للحضارة، بما في ذلك التمثيل العادل للعالم الإسلامي في جميع فئات مجلس الأمن الموسع.

I should like to recall for members that, in accordance with the statute of the International Law Commission, the Commission should consist of persons of recognized competence in international law; the persons to be elected to the Commission should individually possess the qualifications required; and in the Commission as a whole, representation of the main forms of civilization and of the principal legal systems of the world should be ensured.
وأود أن أذكّر الأعضاء بأن أحكام النظام الأساسي للجنة القانون الدولي تنص على أن تتألف اللجنة من أشخاص معترف بكفاءتهم في مجال القانون الدولي؛ وعلى أن يتمتع كل شخص من الأشخاص المقرر انتخابهم لعضوية اللجنة بالمؤهلات اللازمة؛ وأن يكفل في تشكيل اللجنة ككل تمثيل الأشكال الرئيسية المختلفة للحضارة والنظم القانونية الأساسية في العالم.
