In this draft resolution the General Assembly, inter alia, would state that it is dismayed by the recent acts of violence against diplomatic and consular representatives, as well as against representatives of international intergovernmental organizations and officials of such organizations, and that it is concerned at the failure to respect the inviolability of diplomatic and consular missions and representatives.

14. On 18 July 1996, the General Council of WTO adopted a complete set of rules of procedure for sessions of the Ministerial Conference and meetings of the General Council. 6/ Rule 11 provides that representatives of international intergovernmental organizations may attend meetings as observers on the invitation of the Ministerial Conference in accordance with the special guidelines forming annex 3 to the rules.
١٤ - في ١٨ تموز/يوليه ١٩٩٦، اعتمد المجلس العام لمنظمة التجارة العالمية المجموعة الكاملة من القواعد والاجراءات من أجل دورات المؤتمر الوزاري واجتماعات المجلس العام)٦(. وتحدد المادة ١١ من هذا النظام الداخلي ممثلي المنظمات الحكومية الدولية الذين يجوز لهم حضور الاجتماعات بوصفهم مراقبين بناء على دعوة المؤتمر الوزاري طبقا للمبادئ التوجيهية الخاصة التي تشكل الملحق ٣ لتلك القواعد.
