22. Draft article 24 required that, at the request of any of them, the watercourse States should enter into consultations concerning the management of an international watercourse, which might include the establishment of a joint management mechanism.
٢٢ - وتنص المائة ٢٤ على أن تدخل دول المجرى المائي بناء على طلب أي دولة منها في مشاورات بشأن إدارة المجرى المائي الدولي ويجوز أن تشمل هذه المشاورات إنشاء آلية مشتركة لﻹدارة.

2. Watercourse States shall, at the request of any of them which has reasonable grounds to believe that it may suffer significant adverse effects, enter into consultations with regard to:
٢ - تدخل دول المجرى المائي، بناء على طلب أي دولة منها لديها أسباب معقولــة للاعتقــاد بأنها قد تتعرض ﻵثار ضارة ذات شأن، في مشاورات بشأن ما يلي:

" ٢ - تدخل دول المجرى المائي، بناء على طلب أي دولة منها لديها أسباب جدية تحملها على الاعتقاد باحتمال تعرضها ﻵثار ضارة جسيمة*، في مشاورات بشأن ما يلي:

Furthermore, States should not be required to enter into consultations " at the request of any of them " , especially if there was no question of any harm to the watercourse.
وأضاف أن الدول لا ينبغي أن تكون مطالبة، علاوة على ذلك، بالدخول في مشاورات " بناء على طلب أي دولة منها " ، خاصة إذا لم يتعلق اﻷمر بأي ضرر واقع على المجرى المائي.

1. The States concerned shall enter into consultations, at the request of any of them and without delay, with a view to achieving acceptable solutions regarding measures to be adopted in order to prevent or minimize the risk of causing significant transboundary harm, and cooperate in the implementation of these measures.*
١ - يجب على الدول المعنية أن تعقد مشاورات فيما بينها، بناء على طلب أي دولة منها ودون تأخير، بقصد التوصل إلى حلول مقبولة بخصوص التدابير التي يتعين اتخاذها لمنع مخاطر وقوع ضرر ملموس عابر للحدود أو للتقليل منها إلى أدنى حد، وأن تتعاون على تنفيذ هذه التدابير**.
