Should the first two arbitrators fail to agree upon the appointment of the third arbitrator within three months following the appointment of the first two arbitrators, the third arbitrator shall be chosen by the President of the International Court of Justice upon the request of the Court or the State Party.

3. The United Nations may, upon request of the Court and subject to paragraph 2 of this article, provide advice on financial and fiscal questions of interest to the Court.
3 - يجوز للأمم المتحدة، بناء على طلب المحكمة ورهنا بالفقرة 2 من هذه المادة، أن تسدي للمحكمة مشورة بشأن المسائل المالية والضريبية التي تهمها.

221. The suggestion was also made that the question of international liability of national authorities when undertaking actions at the request of the Court and the issue of the legal status of the court when involved in national proceedings should be examined.
٢٢١ - واقترح أيضا أن تبحث قضية المسؤولية الدولية للسلطات الوطنية عند اتخاذها إجراءات بناء على طلب المحكمة ومسألة المركز القانوني للمحكمة عند مشاركتها في الاجراءات الوطنية.

128. In respect of article 55 on the rule of speciality, it was proposed that the request of the Court for a waiver of the requirements in paragraphs 1 and 2 should be accompanied by the comments of the accused, in order to provide the State concerned with additional elements on which to base its decision in the matter.
١٢٨ - وفيما يتعلق بالمادة ٥٥ المتعلقة بقاعدة التخصيص، اقترح أن يكون طلب المحكمة اﻹعفاء من الشروط الواردة في الفقرتين ١ و ٢ مصحوبا بتعليقات المتهم، من أجل اعطاء الدولة المعنية عناصر اضافية تبني عليها قرارها بشأن المسألة.

Furthermore, the representative indicated that, although budgetary matters did not fall within the purview of its mandate, the Special Committee could nonetheless bring to the attention of pertinent bodies the need to address the request of the Court for an increased budget for the biennium 2000–2001.

If a request of the Court creates problems for a State, it should nevertheless respect the decision and consult with the Court in accordance with the Rome Statute.
وإذا سبب طلب من المحكمة مشكلة لإحدى الدول، ينبغي على تلك الدولة احترام القرار والتشاور بشأنه مع المحكمة عملا بميثاق روما.

Therefore, the view was expressed that in the forthcoming biennial budget, the legitimate request of the Court should be duly honoured.
لذا، رئي أنه ينبغي مراعاة الاحترام الواجب لطلب المحكمة في ميزانية فترة السنتين المقبلة.
